EAST BERGHOLT NEIGHBOURHOOD PLAN
4 OCTOBER 2021 AT 7.30PM – LOWER HALL, LAMBE SCHOOL, GASTON STREET

2) Guest session John Hinton Babergh District County Councillor:
Parish Cllr Roberts gave a resume of actions taken to revise the current EBNP and
Conservation Area Extension application. NP reported where supportive or no responses
had been received from Babergh. JH responded on A12 junction, planning and offered to
help if he could. JH to raise 2 year wait for MOU with Babergh CEO and is interested to see
what happens on Conservation Area Extension application.

3) Matters arising 1.9.21 – none

4) Progress Update
a) Conservation Area Extension (CAE) application/Heritage report to PC-
NR- P. Isbel, Babergh says not necessary for us to do local consultation as Babergh be
doing formal consultation. Expect Clive Arthur Babergh will require JL to present to
Planning Committee when the application is considered. Waiting to hear what the steps
are.
b) East Bergholt and Constable Museum-JL away
c) Trial survey – CC– take comments on draft from The Bridge. It was suggested the squiggly
lines on the banner to be removed. Consider changing background picture on future
surveys. CT pointed out wording errors and problem with Q4.2

survey to be delayed
until sure of site allocation.
CC to chase for Facebook administrator rights.
d) Transport consultancy – CC, NR, VA to meet with Parish Cllr John Price who has agreed
to help with this section.
e) Mapping Service – all to read TB’s email.
f) Call for Sites Article for Newsletter and Website – NR – To be 15.11.21-17.1.22. Using
Babergh form and all categories not just housing. JM done article for parish magazine, VA
contacting Aecom, NR contacting Paul Bryant.
g) Broadband –RW attended CBL meeting. All short term so Parish Council primarily dealing
with broadband matters moving forward.
h) SCC Broadband action – CC –Georgia Hall to come back later, leaving to the PC.
i) ‘Better Buildings’ initiative NR – P Isbel, Babergh positive about it. JL feels they are
responsive.
j) NP Table of Contents and Vision in Google Docs –CT to do framing chapter around
sustainability. BM to redo Contents in google docs.

5) Feedback from topic areas:
Housing – see call for sites above
Character & Heritage, design guidelines, landscape, environment –JL away
Ecology – VA to send Ed Keeble’s email to all for view on his questions.
Transport – see above
Tourism & Economy –JM – Michelle, Babergh will meet with us for sustainable tourism
Infrastructure – BM to revisit and work on it. To look into ACRE for updated figures.
Sustainability – CT- unsuccessful in getting meeting with EB Futures will try again. Having
coffee with Matthew Ling, SCC Environment.

6) To agree the next steps – VA to publish list.

7) A.O.B. –
NR – ‘Vision’ needs to embed sustainability. With 250 new homes, 1000 people added will
affect NP so need to plan for changes in revised NP.

8) Recommendation to PC – for them to empower the bigger revision to NP in light of climate
change, sustainability, transport to go with revised list of contents from BM.
