1) 1. Matters arising 2.2.21
a) Feedback from conversations with P Isbell/T Barker – JM, NR
JM – had contacted Cass Clements for CT and got Michelle as nominee at Babergh
regards Tourism.
NR – Nothing from Babergh regards their offer to review current EBNP so have chased.
Email from AW, Aecom had circulated to group, says they could do it and encourage
Babergh. No progress on MOU either. All in agreement to asking AW to help us.
JM to relay our disappointment to T Barker.

b) Google document(s) progress – BM – Two documents created, one for
Questionnaire input, other to comment on JL draft changes to sections 4&5. BM
requested copy of current NP so can create google document for each section being
reviewed and to create an index of all. Security to be sorted.

Village questionnaire – CC to produce draft questions for inclusion in questionnaire.
PD to assist. Need to refer to AW, Aecom email comments.

2) Communications Initiative and Digital Database – Await TB

3) Feedback from topic areas:
– housing – NR – AW, Aecom email refers to Babergh ‘strategic’ approach as ok for them to
do it. JM – have 2018 survey figures and need to look at Babergh register at the time and
what else been approved or added.
– character & heritage; design guidelines; landscape environment and ecology
JL – Sect 4&5 done happy to modify. Government consulting on Design Code for Rural
Areas. NR to send link to JL
– transport
CC asking Lois Hickey if she would get involved. RT to lead. RL working
on behalf of PC with SCC on village road problems.
– infrastructure – RT to lead and to identify issues for inclusion e.g. electric vehicle
charging.
– tourism & economy – JM – Clive Totman to work on this. To talk with Michelle, Babergh.
– sustainability – CT – spoken with Cass and James in Babergh Environment team.
Discussed energy policy for NP. Babergh not taking 19% extra allowed by Government.
Cass going to Paul Bryant as didn’t know if can put in NP if not in JLP. Promised to get
back. NR to send link to JLP to CT.

4) Update on map/Constable paintings on EB Society website – RW
Released latest version for working group comments. End of March set for finalising and
will need testers.

5) Conservation Area Extension – JL
Written up 5 areas of expansion, comparing it with Long Melford and taking Heritage
Study sensitivity values into account. Have talked to Tamsin at Flatford. Could include
fields to give greater protection than just being in AONB. To read up on what protections
CA give so can let villagers & PC know. Aim to give to Joff, Babergh in next few months for
his comments. Do we push wider?

6) To agree the next steps
CC talking with PD & NR re questionnaire.
RT to review current NP projects. JM to give RT the PC monitoring report.
BM to create google documents for each section of plan, to work with JM on index and
liaise with JL on his Sect 4&5 amendments.
