EAST BERGHOLT NEIGHBOURHOOD PLAN

1) Apologies: none

2) Matters arising 16 March 2022 –
BM – item (h) to read ‘BM to ask Flatford field studies for data on East Bergholt. EK to be
asked to get data on bees and butterflies.’

3) Progress Update
a) JM not spoken to Rupert Eley regarding ENE project
b) CT working with ENE and showed group screen of EB with all houses able to click on to
see/calculate solar panel numbers/cost savings/CO2 savings. East End, AONB and listed
properties to be added by ENE. Able to then download data to work out energy capacity
of EB. Chaplin Road shows as one extended property, OS data needed to get individual
houses. ENE to be told PC has OS available. ENE Energy raising seminar 3 May 4pm, to
let CT know if wish to join it. RW, BM, ND, JL & Sally all would like access to the ENE
mapping. 6 May 9.30 – 12.00 SCC Climate Emergency Next Steps seminar, ND & JL to be
sent details. Wind v solar, CT to do calculation for next meeting.
c) CT not yet drafted questionnaire for identifying baseline for planning on getting to net
zero. Will work on it.
d) VA had circulated Babergh list of businesses in East Bergholt. To be used to survey
businesses for baseline data.
e) CC – Transport survey now closed. 300 on-line, paper versions to be collected,
photographed and sent to PJA. Traffic count to be repeated next week. PJA workshop
27 May, CC, PV,RW,NR,ND, JM to attend. PV updated the group about discussions he
had undertaken with the Head Teacher at East Bergholt High School regarding the boy
who was recently struck by a car.
f) JL – to invite EK to next meeting so he can tell group what he has done/doing. JM will get
EK & BM together.
g) JM met with Nikki Reed, Babergh. Nikki Reed is trying to create a walk from East
Bergholt to Fields Farm. QR codes will be added to the EB Society maps of footpaths.
h) NR Parish Council producing a PIP investment plan for using CIL monies. Looking to NP
group for ideas. Folder for CIL documents to be set up on website.
i) NR Call for Sites zoom with Aecom, then sent documents they required. 12-16 weeks for
their assessments, report end of June.
j) CT not looked into ‘digital twins’ yet.
k) NR – policies needed for each area of the Plan. Have objectives/evidence for policies
that endeavour to deliver on the objectives and are exhaustive and exclusive.
l) PV updated the group about work he and JL have carried out towards producing
proposals for a physical museum space. Discussions with St Mary’s about their own
potential museum plans will take place when practicable.

6) A.O.B. –
1. Children’s Allotments – enquiry asking about allotment for children discussed and to
be referred to United Charities.
2. Paul Ireland (PI) leaving the village, action required on village website/current NP? PC
needs to check its Hosting Contract and consider moving to another platform. Nigel
Downton offered to help the Parish Council website working group and has experience
of WordPress.
