2) Matters arising 20 April 2022 – JM had circulated notes of the meeting with Babergh
3) Progress Update
a) Sustainability Survey – CT had circulated a draft for comment. BM commented on 2

question format. CC said this would be formatted consistent with previous and future
surveys. BM omitted electric heaters and no mention of wind power. CC to ask CT about
these. CC asked group for view on PJA helping with Sustainability Survey – all in favour.
JL thought a question on what people think of solar panels.
b) CC in CT’s absence – ENE are updating their on-line mapping system for East End, listed
buildings and individual houses in Chaplin Road.

g) PJA security check of surveys received – CC – PJA confident no doubles. PJA baseline
report to be discussed at forthcoming workshop 27 May, midday Congregational Church.
Propose using In Touch to distribute next survey – All in favour
h) Museum plan at St Mary’s – on hold until Congregational Church decision known
i) Flatford biodiversity day – BM – in July, suggest extend to include cemetery, Quintons’
triangle, playing fields
j) Butterfly & Bee Data – JM has sent link to BM
k) CIL documents – JM sent link to CC to Parish Council documents on village website. CC to
send link to PD
l) Future Proofing the Village Website – RW sorting it
4) Feedback from topic areas:
– sustainability CT away
– housing – (JM & NR) – CC reported that NR suggested a meeting to scope out the housing
chapter and June 6 at 10am was agreed.
PD, CC, NR, JM to attend. Aecom doing site assessments on those sites from Call for Sites.
– character & heritage, design guidelines, landscape environment – JL working with Medway
on Design Code that East Bergholt was unsuccessful so will see principles.
JM – Babergh asking which route we wish them to take on Conservation Area Extension,
either non statutory without survey or statutory. Need to consider how much teeth non
statutory has.
– ecology (EK/JL) – JL left message for EK who is away
– transport (all modes) (CC) – PJA final report end of June will take account of traffic count
data.
– tourism & economy (JM)- Babergh doing video on Constable Walk. SCC also wants to do one.
National Trust staff interested but staff working hard post covid.
– infrastructure (BM) – Will write when others finished theirs and can pick up the relevant
issues.
5) To agree the next steps – VA to circulate
6) A.O.B. – JL attended consultation by National Grid on carrying power overland from wind
farms off East Anglia coast. To go underground in Dedham AONB. JL to identify Constable
views that may be affected. Need them to use 1935 pylons that are more elegant. Further
consultation next year.
