EAST BERGHOLT NEIGHBOURHOOD PLAN

1) Apologies: Cllr P Dent, N Downton, P Vergo, B Matthews

2) Matters arising 15 June 2022 –
CC raised Aecom Call for Sites draft report and its focus on housing and lack of other site
uses for which all agreed it was not as required. CC to request Una, Aecom to set up a
meeting with few of group to get the brief right and report amended.

3) Progress Update
a) John Gamlin now 91 so not keen to re-join EBNP group. VA to ask Fiona Mullins from Old
Hall if interested in joining group. CT pointed out Old Hall interest in sustainability – ground
source heating .
b) PC Cllr Graeme Woodcock attended Babergh Parking Strategy meeting, it was urban policy
not village.
c) CC reported PJA working on final draft of Transport Survey report. There had been a good
meeting with PJA and some group members. NR Suggested meeting with village be
arranged when final version ready.
d) JM – meeting with Teagan and Sam, Babergh Officers still awaited.
e) CC – low on-line return of Sustainability Survey, paper versions to be collected this week.
CT to try to attend SCC Community Heating session at Hadleigh. Consider holding EB village
meeting when have survey results. CC to look into possible purchase of thermal imaging
camera.
f) JL referred to paper written by PV and himself on EB Museum proposal. Group view is it is
good concept paper, lot to think about. Progress when building sorted.
g) CT awaiting ENE updated rooftop survey. ENE looking for promoter of their solar data
automation, detail awaited. Accessed ‘Parishes on-line’, has potential, seen all EB house.
h) RW reported PC has set up a working group on future website. CT suggested they look at
‘Parishes on line’ and group agreed to recommend to PC that they pay £150 required to
enable EB to use the site. Proposed NR, seconded JL, all in favour.

– ecology (EK/JL) – JL to chase EK
– transport (all modes) (CC) – SCC doing a speed survey in EB this week

– infrastructure – BM away

5) To agree the next steps – VA to circulate

6) A.O.B. NR reported census results beginning to be published

7) Recommendations to Parish Council –
“Approval is sort for the Neighbourhood Plan Group, in the name of East Bergholt Parish
Council, to sign up to Parishes-on-Line at a cost of £150 per annum”
