1. Matters arising 5.1.21
a) Trial map/Constable paintings site –
RW gave demo of work so far on EB Society website (ebsoc.org.uk). Site available to this group
to view and comment on before goes public. JL pointed out site will assist with Conservation
Area extension application. Following Historic England Conservation Area Appraisal, Design &
Management guide (available on village website). Small group, JM, JL, RW, Clive Totman &
Graham Reed meet 10.30 Saturday mornings
b) Feedback from conversations with P Isbell/T Barker
JM- spoken but not on NP
NR – Reminded PI but no response since 12 Jan 2021. No response from Joff on AVRA.
c) Connection with Cassie Clement
JM to speak with her 3.2.21
d) Update on talk with PI re data
RW- PI routed me to docs on village website (eastbergholt.org) and gave me administrator
rights. Go to EBNP tab, all should have logins to go to all documents there. BM to send out
guidance on Google doc collaborative working. VA to do JL amendments to sections 4 & 5. All to
download own sections from current NP or if major changes start afresh. Format issues be
sorted later.
2. Site Allocation
a) Decision –( Paper attached) and b) Seek advice from Aecom (technical)
NR – Defer decision in light of Red Lion & Heath Road applications – CC, JL, NR,RL,JM agreed
Application to Aecom who will assist when ready. MOU still with Babergh.
3. IT systems for collaborative working

4. Second Homes policy for revised plan
NR – falls under |Tourism later on agenda.
5. Feedback from topic areas:
Housing – JM – No change since 2008 so when write NP revision look at CLT figure and Babergh
Housing register. NR-Housing stock update and site allocations also to be considered.
Character & heritage: Landscape, environment & ecology –JL – Submitted amendments to
sections 4 & 5, tried to encourage variety. Recommended to put price value on Constable views?
NR – group to comment and agree before changes made.
Transport – Cllr Price happy to assist not take it on.
Tourism & Economy – JM provided chart to work to. ?Artist trail; B&B’s; jobs for villagers;
Constable museum in Congregational Church?. JM to speak with Babergh Tourism Officer and
get quotes for tourism experts. VA informed £19K in 20/21 budget.
Sustainability – CT – needing to connect with Cassie Clement to understand what can now do.
Questionnaire – TB – Shared original survey, advised have fewer questions most open and one
comments box at end only. Need broader engagement, do it in organised fashion. Ideas to
consider – Sampling, QR code, web, digitalise, tell villagers it is coming, train group to do
doorstep completions. BM to compose instructions on use of Google documents and issue them
for group to write questions on.
6. Communication Strategy
To do list issued by TB, PD & VA.
Questionnaire forms important part of evidence base for formulation of policies & projects.
Suggested one page flyer with QR link to Heritage Study, as house drop to introduce
questionnaire?
7. Next Steps
– BM to circulate Google Documents for contributions from all.
– Conservation Area Extension application first draft to Babergh by Easter – NR, JL, RW, PD, VA &
Rodney Moss
– VA to put Historic England Conservation Area Appraisal, Design & Management on village
website.
