EAST BERGHOLT NEIGHBOURHOOD PLAN

2) Matters arising 9.2.22 –
JM reported on a meeting with Sports Council who are requesting more playing facilities.
3) Progress Update
a) CT – Met with Eastern Electric (EE), gave them annexe to Heritage Study with maps.
New company taking over so start of analysis of rooves for village potential to be
arranged. JM to speak with Rupert Eley as EE not including trees. Individual buildings
need to be done.
b) CT – To produce draft survey for next meeting to get baseline figures from village for
net zero.
c) VA – To chase Babergh for list of businesses in East Bergholt.
d) CC – Transport Survey on Facebook and PJA is already getting responses. Soon be on
village website. Posters up next week and paper survey being delivered with ‘In Touch’
e) NR – Traffic count machines installed, should have informed village as 3 been
vandalised.
f) NR – volunteer traffic counters not required.
g) JL – EK will compose biodiversity projects for NP targeted at schools and residents as
opposed to farmers. EK to speak to a stag beetle expert living in Stutton. JL to tell EK
he is empowered to do biodiversity but BM available if he needs help.
h) BM – been in contact with Flatford Field Studies, will chase as not sent material they
promised. BM to ask RSPB for data on East Bergholt bird count. JM to send BM details
of butterfly and bee counts.
i) JM – good meeting with Babergh Arts Officer on 28 February. Excited by links to
Gainsborough in Sudbury. Babergh to fund ‘animated walks’ programme. JL – fruitful
session with PV on museum in Congregational Church as well as St Mary’s. Link into
the ‘animated walks’. JM – meeting with Nikki Reed, Babergh tomorrow as NR wants
to do a walking tour route to East End.
j) CT – Net Zero chapter awaiting survey results.
k) BM – Need other chapters written to map out good social infrastructure overview
including ditches.
l) NR – Parish Council meeting to consider CIL monies will report back to this group.
m) CC – Councillor John Price would like a crime and safety survey. To do later under
social infrastructure.
n) NR – Positive meeting on Call for Sites assessment with Ryan Putt, Aecom. Zoom
meeting to be arranged with his colleague next week.

(JL) – East Bergholt unsuccessful with Design Code Scheme application.
To use Conservation Area Extension application to focus minds. Hold village meeting and
invite Claire, Heritage Study author as speaker.
(JM) – Tegan Chennery is a new Babergh Conservation Area Officer. Our application to be
progressed in two weeks when P Isbel, Babergh returns from leave.

6) A.O.B. –
1) JM – Updated group on Parish Council views on Congregational Church.
2) CT – Digital Twins – alongside physical building have digital image to see cables, pipes etc.
Consider for East Bergholt, I’ll do some digging and ask university if they have someone.
3) JM – All to think of policies for our areas of responsibility as will be needed soon.
4) CC – Transport Survey to close 30 April 2022.
