2) Minutes 23.5.2023 – Approved. NR proposed, JL seconded, All in favour.

3) Matters arising 23.5.2023 – None as all on agenda

4) Traffic and Transport:
a) Feedback from Transport Public Meeting 24.5.23
NR – The detail is on the Village website. 78 attendees. People ranked the PJA suggestions.
Other issues raised included disabled access; speed limits; cycle paths; child safety;
pavements and parking. Want to also work with developers as now started in village. SD & JL
to work on article to go in Parish Magazine and run it past BM.
b) Feedback from meeting with Highways with action points:
NR/SD/JM Following meeting with Georgia Hall and Graham Matter, SCC agreed to support us
and to work with us and PJA. Need to get PC approval to work with PJA. NR to write the brief
and run it past JM & JL. Budget to be checked.

5) Progress Update
 ND/NR/JM – no meeting with Babergh Officers R Hobbs & Paul Bryant, leave it to
consultants.
 All three survey analysis to be published early June –in progress
 NR – publication of PGA vehicle movement and speeding data – working on it
 JM -GW to put PJA Transport report on village website -done
 JM – SCC travel survey report – report is useless
 Call for Sites – VA to send Aecom report to all 4 submitters and Babergh pointing out it
is confidential.
 SD/JM/NR recommendation to PC re the appointment of consultants working together
as Rachel Leggett & associates’, ‘Compass Point Planning & Rural Consultants’ to
progress East Bergholt’s Neighbourhood Plan (EBNP) revision and prepare a Revised
Draft Plan for a consultation fee of £13,900.’ –PC approved and Parish Clerk informed
them. To be two introductory sessions – 1 hour zoom on 8
th
September 10.00AM, invite
to follow. One day workshop 10.00 – 4.00, 19 September, Congregational Church, lunch
& refreshments. (Please confirm attendance and dietary requirements to VA)
 JL-To invite Historic England representative Edward James, to speak with consultants.
 JL – To ask EK to connect with consultants

6) Feedback from topic areas using BM’s Briefing Paper 6 July 2023
– sustainability (CT) – Push to get listed buildings energy efficient- to add to NP. Meeting
with EB Futures to look at Community Energy.

– housing – (JM ) – reviewed current NP housing chapter – Housing Needs survey required;
Stock data needs revising; Site allocation; 20/21 census; National Planning; village centre
and other policies. All need to be captured in new chapter and evidence base. To circulate
document of June 2022.

– character & heritage, design guidelines, landscape environment(JL) – Done as much as
want to. Welcome Consultants guidance on how far to go.

– ecology (EK/JL) – Get Consultants to speak with EK

– transport (all modes) (??) – needs to be written

– tourism & economy (JM) – Rethink needed –not become hot spot like Dedham; manage
over tourism; residential rather than commercial; support residents to cultural
involvement; cultural heritage sustainable; collaborative working with other areas; raise
more income from tourism.

– infrastructure (BM) – do when other chapters written

– biodiversity (??) – Wrap Biodiversity and Ecology together? Tell Consultants a blank
canvass and to get Babergh assistance.

7) To agree the next steps and set out timetable for neighbourhood plan review.

4) Progress Update
NR – R Hobbs had clarified question on new site. Following 6 steps (item5 February minutes).
CLT – ND/JM/NR agreed to meet with R Hobbs & P Bryant post election.
M Russell from Babergh attending EBNP transports meeting tomorrow so NR speak with him.
JL/ND overhead image of village center done.
JL – SD sister available 24 May as Facilitator
VA – Julia PGA available and costs for 24 May received
JM/NR/JL – identified what to bring out at meeting from PJA report
JM – Parish Council agreed to publish results of all 3 surveys.
VA – put on website and in Parish Mag when given go ahead by JM
VA – to send traffic survey aggregated results from CC to NR
NR to speak to Julia, PJA about publishing their vehicle movements & speeding data after
analysing for us
50 hard copies of report available tomorrow, get it put on website.
JR to ask SCC for their travel survey report
VA – Government not yet given funds to Locality for grants for consultant to undertake NR
brief

5) Consultant selection and recommendation for hiring selected Team and
endorsement to take to the June PC meeting. (Fee Paper attached)
NR – 3 responses from 5 invitations. FM/NR/CT considered applications. Proposed trio of
Rachel Leggett/ Andrea Long/Louise Cornell strong on process and delivery, production costs
and will do conditions and communications statements. Will start September, not be billed
for overrun. Zoom interview 26/4, have good relationship with Babergh and good alignment

with Local Plan. Propose 1 day with this group to form frame of reference. Will update our
evidence base, take existing plan to see what updating required, ?housing needs?, work with
us on design code, then work with us on updating the EBNP. They understood our need for
space.
JL would like Historic England man engaged with the consultants on this.

9) Recommendation to PC June meeting
‘The Neighbourhood Plan Committee recommends that the Parish Council agree to the
appointment of ‘3 separate consultants working together as ‘Rachel Leggett & associates’
and ‘Compass Point Planning and Rural Consultants’ to progress East Bergholt’s
Neighbourhood Plan (EBNP) Revision and prepare a Revised Draft Plan for a consultation fee
of £13,900.’
