EAST BERGHOLT NEIGHBOURHOOD PLAN

2) Guest session Georgia Hall Suffolk County Councillor:
GH has answers to the questions sent prior to the meeting which she will send through.
NR gave an introduction to Neighbourhood Plans for GH benefit. NR asked GH if she could
get us confirmation that SCC have a contract with Openreach for fibre to the doorstep in
East Bergholt. CT raised that SCC have published climate change actions that are 3 times
faster than Central Government but to reflect it in our revised NP the SCC plan needs to be
defined.

3) Matters arising 14.7.21
NR reported having received call-for-sites proforma and advice on the process from
Babergh.

4) Feedback from topic areas:
Character & heritage, design guidelines, landscape environment
JL – informed group of Government ‘National Model Design Code’ initiative that pilots for
scheme wanted. Recommendation to apply to PC tomorrow. Applications to be in for
September.
Ecology
PD – Spoken with Ed Keeble who will update current NP entry.
Infrastructure
RT- Joined up thinking required. In the long term require electric buses and better timetable
so not use cars.
Sustainability
CT- All to take my chapter to review and comment on so can revise for September meeting
for putting to bed. I have written a policy on ditches.

5) Progress Update
a) Conservation Area Extension – JL- Application almost ready. RW to do few technical
adjustments. Pros and Cons document to be included. Copy of application to be sent to
Parish Clerk for September PC meeting approval after circulation to this group. Edward
James, English History advised Heritage Report and draft Conservation Area Extension
application should be put to Joint Local Plan public consultation. Recommend to PC.
b) East Bergholt and Constable Museum-JL – How this looks will be very important –
possible for use of CIL monies? JL agreed to write up as project for revised NP.
c) Market research companies costs for trial- CC – Quotes from 3 companies circulated.
Bridge recommended, lower costs, local connections. Do general question survey as trial. To
put questions on reverse of flyer and encourage on-line replies. Draft to be drawn up and
circulated for comment.
d) Call for Sites- NR- To incorporate comments from 3 of group and do final version. To seek
further process advice from Paul Bryant, Babergh.
