3) Feedback from topic areas:
– Housing – Site Allocation
NR- Email from Aecom in response to application for technical assistance saying we must do
Our own call for sites. Anthony Whitaker, AECOM suggested using Babergh form. Paul Bryant
has supplied it and offered spreadsheet of SHELAA sites which having technical difficulties
with so not yet arrived. AW says to encourage more than less sites. NR/JM to write piece to
explain call for sites and circulate for comments. AECOM will do site assessments for us. All
members expressed concern on communicating call for sites to village.
– Character & heritage, design guidelines, landscape environment and ecology
JL – No more to add except Babergh not listening to us e.g. on Heath Road where
swimming pool and flats above are awful but at planning committee my 4 page design paper
was ignored. Paragraphs for comments are in google docs.
-Transport (all modes)
RW – Lois Hickey not an active player. CC invited Georgia Hall, SCC to speak to this group at 5

August meeting. Need to identify items for the meeting, all to send questions to CC.
– Tourism & Economy
JM – Ideas on tourism but need to avoid catastrophic increase of people coming. Still no
response from Babergh tourist officer. Names of other Heritage Villages to be given to JM.
– Infrastructure
RT – Contacted water/sewage supplier, UK Networks. Potential for using gas pipes for
hydrogen supply. Electric supply a big thing but no answers to potential difficulties from the
Authorities.
– Sustainability
CT – Chapter in google docs for comments. Especially at the end which now has a
policy on the current NP’s last project. Is it an NP or PC policy? JM thought it stronger as NP
policy, CT to amend in google docs. BM Raised drainage ditches, group decided CT to add
project to NP to identify ownership and responsibility of ditches.

4) Ed Keeble offer for Ecology Chapter
To ask Ed to update Chapter 4 of current NP which he wrote. PD to take Heritage report for
Ed to relate areas in it in his update and to show him google docs.

5) Progress Updates
5a Conservation Area Extension
Constructive meeting in East Bergholt with Edward James from English Heritage, JL, RW and
Rodney Moss. Awaiting letter and exemplars of Conservation Areas management from
Edward. Completed application to go to PC, then consultation with village and then to
Babergh Planning Committee.

5b Constable Museum:
Good ideas from Edward James re Heritage funding. JL written a paper.
5c PC response to Communication Strategy
CC- discussed at PC. NR to update current PC policy and PC Working Group formed to write
Strategy.
5d Broadband as Trial Topic
RW – Holton St Mary have shared their documents. RW to send CC a pros/cons document, a
sample narrative with EBNP cover. Agencies to work with 3 topics, Broadband, Sites and
Conservation extension. CC to speak with market research companies on costs and have our
own strategy so can decide what to do.

JM – Conservation Area Extension application to be amended by JL and emailed to group
for agreement before going to PC for approval.
