2) Matters arising from minutes of 5.5.21 – None

3) Feedback from topic areas:
– Housing JM – Email from Anthony Whitaker, AECOM inviting application to Locality for
technical assistance package Site Options & Assessment. VA to do.
– Character & heritage, design guidelines, landscape environment and ecology
JL – been concentrating on Conservation Area extension.
Ecology – Ed Keeble response ‘I wouldn’t want to get back into committees or working groups, but if there
Is something I can do and feed back into a committee or group member, happy to consider that.
– Transport (all modes) CC – still no response from Lois Hickey RW to try her. CC to invite
Georgia Hall, SCC to speak to this group.
– Tourism & Economy – JM leaving it to Cllr John Price, who is working on it for the PC. Still no
response from Babergh tourist officer.
– Sustainability CT – Electric cars & charging points sit with sustainability, electric capacity with
infrastructure. Have done amendments in red on google docs. NP to ‘encourage’ not
‘mandate’ heat pumps in new builds as cannot make it a requirement.

4) Constable Museum:
VA- St Mary’s to do lottery application for roof repair monies. This requires greater community
use of the building. JL – Fits with Tourism in NP. EB Society has large archive. JL to do first
draft on museum. Church and EB Society to work together on it.

5) a) Conservation Area Extension – JL – Penultimate draft gone to Babergh & Edward James,
Historic England. The latter wants to visit EB, meeting arranged for 29 June. With their
guidance make it into a formal application to go to PC. Draft to be circulated to the group and
Rodney Moss.
b) BM & PD had sorted google docs.
c) The PC had approved allocating a site for housing in the NP.

6) Communication Strategy Update – CC – the PC to consider TB’s Strategy tomorrow night. Also
to consider topic by topic survey on a dedicated website. Trial with Broadband as first topic.
RW to ask Raydon for a copy of theirs which has been successful in getting permission to use
CIL monies to fund improvements. CC/RW to do research into local agencies to undertake on-
line questionnaire with door stepping etc.

VA to do Locality application
RW to contact Lois Hickey re Transport
CC to identify topics and invite Georgia Hall to speak to group on them
CT to cover electric cars & the charging points under Sustainability
RT to cover electricity capacity under Infrastructure
JL to do 1st draft of needs of Museum
JL to circulate draft Conservation Application to group & issue hardcopy to Rodney Moss
JL to invite Rodney Moss to meeting with Historic England on 29th June
RW to ask Raydon/Holton St Mary for a copy of their broadband survey
CC/RW to research & produce shortlist of agencies to do survey
RW to circulate the Parish Council view on broadband survey
