Extraordinary Young People Committee Meeting Minutes

School, Gaston Street, East Bergholt
The meeting was opened at 7.10pm.
OPEN PUBLIC SESSION
No members of the public attended the meeting.
1. WELCOME AND APOLOGIES FOR ABSENCE
There were no apologies received.
2. DECLARATION OF INTERESTS
There were no declarations of interest received.
3. YOUTH PROVISION-
Cllr Davies asked for initial thoughts on the two documents received from 4YP and
Inspire.
All councillors felt that these were strong proposals. Cllr Burns advised that her
preference would be 4YP, as their proposal seemed more flexible in terms of the day
they would be able to deliver the service. Cllr Burns added that from an events point
of view, the venue and the date were crucial factors in the success of the service.
Cllr Matthews advised she felt that the Inspire response was clearer and had a wider
focus. The projects were very varied, and she liked the fact that Inspire had
committed to spending two weeks in the village carrying out research before the
proposed service was due to begin. She also felt the activities suggested by 4YP
resembled ‘after school clubs’ more than a youth club. She added that both
organisations intended to lead with an L3 Youth Volunteer, which is the correct level
of qualification. Cllr Matthews was also keen on the idea of the mini bus that is
currently operated by Inspire.
Cllr Miller advised that she did not have a preference either way, but felt the bus may
be seen as a disadvantage, as it may be viewed as not being a permanent service.
Cllr Hurley advised that he felt that the inspire document was more passionate and
showed more evidence of what they are providing in the community on a day-to-day
basis. Cllr Hurley felt that he would lean towards Inspire at this point. He also felt
that venue was an important factor, and wondered whether a church venue could
deter young people from attending.
Cllr Roberts felt that 4YP came across as more professional, compared to Inspire
who seemed more dynamic. Cllr Roberts felt that the two documents didn’t give him
a feel of who was more successful in the task of providing a service, therefore he felt
the committee needed to visit both organisations and ask a range of questions to be
confirmed beforehand by the committee. Also it would be useful to research how
4YP worked in Hintlesham. ACTION: Cllr Miller to speak to a contact in
Hintlesham
Cllr Miller added that she felt an interview/visit would be beneficial
Cllr Davies advised that she leaned towards Inspire due to the LGBT support they
offer as well as the Counselling service, which would be very valuable to young
people.
Cllr Miller queried whether Inspire still have a presence at the High School, as 4YP
mention this in their document. ACTION: Check during visit.
The committee discussed the issue with finding the correct venue. The venue will
need to have WIFI, which rules out the Lambe School.
It was decided that a visit to both providers would be favourable and that Cllr Miller,
Cllr Matthews and Cllr Burns would visit the providers.
ACTION: LS to contact both organisations on 18
th
December to arrange visits in the
New Year.
