Accessibility Statement for East Bergholt Village website

This website is supported by East Bergholt Parish Council and is used to:
• Enable the Parish Council to publish notices, meeting dates, agendas,
minutes and reports and other public information. It also provides a secure
area that allows Councillors to access private information.
• Provide a resource for clubs and societies in the village to enable them to
publish information and to manage their membership in compliance with
GDPR requirements.
• Provide a resource for businesses in the village to enable them to publish
information online.
Best efforts are made to ensure that the whole website meets or exceeds Web
Content Accessibility Guidelines version 2.1 standards. However the site allows
registered clubs and societies and businesses to create their own pages. While the
overall framework is compliant no guarantees can be made for these ‘self-authored’
pages.
Accessibility features such as:
• Change colours, contrast levels and fonts
• Zoom in up to 300% without the text spilling off the screen
• Navigate most of the website using just a keyboard
• Navigate most of the website using speech recognition software
• Listen to most of the website using a screen reader (including the most recent
versions of JAWS, NVDA and VoiceOver)

The ability to find information contained in difficult to navigate tables within a text
block or other accessible format on the same page is an intrinsic facility provided for
all tables on the website.
How accessible this website is
The framework used by the website employs latest technologies to ensure it is
accessible. The content of pages authored by clubs and societies or businesses may
not conform fully to the standards but the navigation framework in which they are
displayed will.

By default every page has a CONTACT link to allow people to inform those
responsible for that page of any issues with accessibility. There is also a direct email

Reporting accessibility problems with this website

We are always looking to improve the accessibility of this website. If you find any

Non-accessible content
The content listed below is non-accessible for the following reason:
Non-compliance with the accessibility regulations.
It is possible that some of the clubs and societies or business images do not have a
text alternative, so people using a screen reader cannot access the information. This
fails WCAG 2.1 success criterion 1.1.1 (non-text content). Anyone finding such
images should report the problem to the page owner using the CONTACT link.

Navigation and accessing information
This site is compliant with WCAG 2.0 (A/AA/AAA), Section 508 and similar
accessibility standards and requirements.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
Many of our older PDFs and Word documents do not meet accessibility standards.
For example, they may not be structured so they’re accessible to a screen reader.
This does not meet WCAG21. Success criterion 4.1.2 (name, role value).
Some of our PDFs and Word documents are essential to providing our services. For
example, we have PDFs with information on how users can access our services and
forms published as Word documents. By September 2020 we plan to either fix these
or replace them with accessible HTML pages.
The accessibility regulations do not require us to fix PDFs or other documents
published before 23 September 2018 if they’re not essential to providing our
services.
Any new PDFs or Word documents we publish will meet accessibility standards.
Live video
We do not plan to add captions to live video streams because live video is exempt
from meeting the accessibility regulations.
How we tested this website
This website is currently being tested. The test is being carried out by ourselves.
We used this approach to decide on a sample of pages to test with static content,
links and pictures.

What we’re doing to improve accessibility
This statement was prepared for and approved by East Bergholt Parish Council on
10 September 2020. It will be updated on an annual basis and sooner if changes are
