Financial Report
1. Standing Order 2.9.10 provides that at the Annual Meeting the Council shall
review the Council’s expenditure incurred under Section 137, Section 138B
and Section 142 of the Local Government Act 1972, now superseded by
Section 1 of the Localism Act 2011.
2. Standing Order 2.9.11 provides that at the Annual Meeting the Council shall
review the Council’s income and expenditure in respect of the Community
Infrastructure Levy.
3. Grants – The sections of the legislation set out above are the ones which
provide authority for the Council to awards grants. The Strategy, Policy and
Finance Committee is responsible for administering grant awards and in
2024/25 had a budget of £15,000.00 for this purpose. The Council has a
Grant Aid policy with criteria to be met in order for an applicant to qualify for
an award of grant aid.
4. In 2024/25 the Council made awards totalling £15,675.14, to 10 bodies which
sought assistance with their work or project. The modest overspend was
contained in the Council’s overall budget underspend.
5. CIL – The Council commenced the financial year 2024/25 with a fund of
£94,903.21 and received half yearly payments from Babergh DC in April and
October for £448,167.61 and £103,866.08 respectively being the Parish
Council’s share of CIL payments to the District Council by developers. CIL
receipts since 2017 has totalled £651,888.90.
6. The expenditure for 2024/25 totalled £9028.90 in two awards. Expenditure
since 2017 has totalled £13980.90.
7. At the end of 2024/25 the ring-fenced CIL fund held in reserves was
£637,908.00
8. The Council has approved and published a CIL Policy and Procedure which
sets out criteria against which bids for funding will be evaluated and has
approved and published a Parish Infrastructure Investment Plan which
identified the Parish Council’s own priorities for the short to medium term.
Both the policy and the PIIP will be reviewed during the course of the
municipal year 2025/26.
