Minutes of the Meeting on Thursday 20
th
January 2022 at 8.00 pm
at Lambe School, Gaston Street, East Bergholt
OPEN PUBLIC SESSION – There were no members of the public present.

2. DECLARATIONS OF INTEREST – There were no declarations of interest
3. MINUTES – The minutes of the Committee meeting held on 18
th
November 2021 were
unanimously approved as a true record.
4. MATTERS ARISING/UPDATES – There were no matters that could not be dealt with under the
agenda items of the meeting.
5. DOG FOULING/BINS – Graeme Woodcock questioned whether another dog bin was really worth
all the trouble. The standard bin costs about £120 and Graeme said that he had looked at the sites
suggested by Emma White (email 13/04/2021 to Robin Lansdell). Graeme suggested that they are
a bit of an eyesore and feels that East Bergholt is a village where people should be responsible
and not leave dog dirt.
A discussion followed where it was agreed that the RFF Committee would provide an additional
dog bin. Graeme suggested the best location was on the footpath towards Flatford at the bottom of
Orvis Lane on land believed to be owned by Joyce Baker. Peter Dent said he would speak to
Joyce. (Post meeting note another site will be required because there is a dog bin at the foot of
Ovis Lane already).
Graeme is to give a list of dog bin references to Councillor Rob Wombwell and encourage him to
add them to a map of East Bergholt.
6. ANPR and SID CAMERAS – Councillor Peter Dent gave a brief summary of the regulatory
process and forms before SCC can approve the locations for SID cameras. After a discussion it
was agreed to wait for the outcome of the traffic survey commissioned by the Neighbourhood Plan
group. This survey is scheduled to take 2 weeks, commencing on 7
th
March 2022. Nigel Roberts
will keep the RFF Committee informed of progress and provide the survey results.
7. THE STREET PARKING OUTSIDE Griers/Bakery/Tea shop and Coop – At the last Parish
Council meeting several councillors complained to Georgia Hall, our County Councillor, about the
problem of the responsible Suffolk County Council officer not replying to correspondence on this
issue. There are three email/letters outstanding and one telephone call. Georgia was left with the

issue and we await to hear what she can do. She has been asked to try to arrange a face to face
meeting for John Price with the Cabinet Member for Highways and Mr Mark Ask (Executive Officer
for Highways)
8. FEN BRIDGE – John Price said that the expected response from Suffolk County Council (Mr Mark
Ash) has not yet been received and is late. Suffolk County Council have apologised and asked for
another week extension, which will take to expected date for a response into next week.
9. FLOODING ON THE HIGHWAY OPPOSITE THE PHARMACY – At the last Parish Council
meeting, John Price was given the Council’s blessing to start a complaint process in respect of the
repeated flooding outside the Gables in “The Street”. John Price reported that he has not yet done
this and is waiting until the complaint response has been received in respect of Fen Bridge. This is
to avoid any risk of confusing issues in Suffolk County Highways. On account of the weather being
unusually dry, flooding seems to have only occurred twice this winter so far, on Saturday 11
th
December through to Tuesday 14
th
December and then a briefly on Saturday 18
th
December..
10. R20 MPH ZONES – No further progress on these (waiting for the work by the neighbourhood Plan
group)
11. ENABLE (PROJECT TO IMPROVE PEDESTRIAN ACCESS) – No further work to date on this
subject.
12. FINGER POST PLAQUES AND FOOTPATH WARDENS – Graeme Woodcock described the
nature of the plaques to be fixed to the finger posts. He described the QR marks and the
information that these marks make accessible from Suffolk County’s website when scanned by
suitable mobile phones. The team of volunteers (Graeme, Nigel and John) will meet on 3
rd
February and then on 10
th
February to start nailing these to approximately 35 finger posts
belonging to SCC in the Parish.
13. RED LION CAR PARK – Graham White, Graeme woodcock and John Price are to meet in the
village centre car park on Monday 24
th
January to inspect and put together the details for a new
risk assessment and revised maintenance plan.
