East Bergholt Parish Council
Neighbourhood Plan Committee
Annual Report
2015
The Neighbourhood Plan Committee is formed mostly from volunteers f rom the Parish who have
worked exceptionally hard to get where we find ourselves today. The Committee has made
considerable progress both in promoting the need for a Neighbourhood Plan and in capturing all our
views. They are now working towards producing the final plan. They have:
• Run monthly meetings, typically attended by 20-30 people at Gandish Ro ad and the Grange
Caravan Park at East End.
• Secured financial support for £4775 and assistance from Planning Aid to the value of £9000
• Formulated a strategy and plan to guide the production of our Neighbourhood Plan.
• Ran an event at the Lambe School in June seeking people’s views on wha t was important to
them and to increase awareness of the Neighbourhood Plan commit tee, attended by over 300
people.
• Formulated a detailed questionnaire that was circulated to the village in October. The response
from the Parish was exceptional. Around 50% of households co mpleted the form and the
demographic and geographic coverage was excellent.
o The number and quality of responses to the questionnaire delayed the publication of the
final report until March. It took a number of weeks to enter the 500 or so paper based
responses onto the database. Additionally, with 6000 free text comments that
translated into over 10,000 individual points, it took a major effort by the editorial
team, led by Peter Wright, to categorise and summarise this data.
• Work has now started under the guidance of Rachel Hogger (Plannin g Aid) in formulating a
vision and set of objectives, based on the questionnaire responses, that will form the heart of
our Neighbourhood Plan.
o To maintain the village feel and atmosphere, a working group has been considering
design criteria for new housing.
o An Environment and Views working group has been formed to identif y parts of the
village that contribute to its character.
o To support a new housing number target, the requirement for a detailed housing needs
survey was identified and a working group formed to manage this.
• An additional grant of £8000 has been applied for to support this year’s work.
I would personally like to thank:
• Valerie Ayton (Parish Clerk), who is acting as secretary on a voluntary basis, for her dedication
and efforts in supporting the Committee.
• All Working Group members and particularly their Chairs, for giving their time and effort for the
benefit of our community.
