EAST BERGHOLT NEIGHBOURHOOD PLAN

1) Apologies: Cllr R Wombwell
2) Matters arising 11.1.22 –
BM reported setting up google docs but no-one has accessed them.
3) Progress Update
a) NR – meeting with Babergh taking place tomorrow.
b) CT – I & NR completed E&E application, approved subject to CLT input which ND done
today. E&E will brief us on how they can assist a village. To draft a survey, residential
& businesses, to get baseline figure and to gauge village enthusiasm to support our
target for net zero (2045 but try for 2040?). Hold village meeting when survey out.
c) CC – No longer working with The Bridge. Moving forward with PJA who can get
transport survey out on-line next week. All agreed need paper copy too.
d) CC -RW doing the analysis of first survey.
e), f) & g) NR – PJA came last Friday walked round village, experienced Primary School
traffic, saw flooding opposite Chemist. Took photos. Went alone to East End and
Flatford and met PV at High School. PV stated he was impressed with their
knowledge, well informed and well prepared. NR to confirm sites for road strips;
time periods, locations and dates volunteers needed to record number plates. NR to
get availability and costings of number plate recognition machines.
h) JL – Dialogue with EK who would like more guidance. JL to suggest to EK he may like
to devise a few projects and include policy for biodiversity. University, Georgia Hall
and Flatford Field Studies to be approached to see if they can help.
i) VA – Teams meeting with Aecom tomorrow on Call for Sites. JM, CC & NR to attend
with VA. Not include Sheela sites.
j) JM – meeting with Babergh Arts Officer on 28 February.
k) JM – Heard enough villagers signed up to County Broadband.
CT – BT now installing fibre to premises in centre of village.
4) Feedback from topic areas:
– housing – (JM & NR) – nothing new
– character & heritage, design guidelines, landscape environment – nothing new
– ecology (EK/JL) – see above
– transport (all modes) (CC) – covered above
– tourism & economy (JM)- covered above
– infrastructure (BM) – Written three sides, need other chapters to complete. To tidy & share
– sustainability (CT) – circulated draft overview for front, detail be in the chapters.
5) To agree the next steps – VA to circulate
6) A.O.B. –
1) JM – EB second lowest in District for amenity space so should plan more green space. Policies
needed in NP promoting sport and space. BM to add in as ‘social infrastructure’.
2) NR – PC likely to get large amounts of CIL from future developments. Need to survey village
for projects to be funded from CIL. NP group to identify its priorities for CIL. PC to draw up
criteria for assessing projects. Time line for appraising projects to go in NP.
