EAST BERGHOLT NEIGHBOURHOOD PLAN

R.Toyne has left the group due to family matters
2) Guest session John Hinton Babergh District County Councillor:
Due to communication issues Cllr Hinton did not arrive. To be arranged for October
meeting.
3) Matters arising 11.8.21 – none
4) Progress Update
a) Conservation Area Extension (CAE) application/Heritage report to PC- CC sent
application to all PC for next weeks meeting. JL Pros & Cons document to be sent to PC.
Councillor Eley to be seen regarding CAE by Cllr Miller. No statutory requirement to
consult village on CAE but is advised. JL as NP representative to attend PC to speak on
CAE.
b) East Bergholt and Constable Museum-JL – Nothing new to add.
c) Trial survey agree questions and text – CC– Will use feedback to do 2
nd
draft in google
docs for comment middle of next week. Bridge to give a view on the questions.
Tuddenham Press to do printing. QR code on flyer.
d) Article for Newsletter and Website – One article for survey & call for sites needed for
3 September deadline. Call for sites commence mid October, CC, VA, BM to organise.
e) Database – CC – serious security issues/fines so not going forward. To remove email
address request from flyer.
f) Branding – CC – Have sent Bridge existing logo to work on and send new design.
g) Call for Sites – NR – Covered above
h) Broadband –RW – PC agreed to keep County Broadband Ltd (CBL) on board in case
BT/Openreach do not deliver fibre to premises through SCC (P Ingram) to whole village.
RW &NR to attend CBL meetings in Raydon (12 September) and/or Holton (15
September) and feedback to this group at next meeting.
i) EB a pilot for National Model Design Code – CC reported PC approved so JL sent Parish
Clerk the completed application for submission
j) Discussion with P Isbel on ‘Better Buildings’ initiative – Yet to happen
5) Feedback from topic areas:
Housing – nothing to add
Character & heritage, design guidelines, landscape environment – nothing to add
Ecology – nothing to add
Transport – NR – need a chapter written by someone with knowledge of plans for the
future. ? Use consultancy – VA to contact Aecom as SCC use them on transport matters
(Daniel.hobbs@aecom.com). PD to see if any other village has covered transport.
Tourism & Economy –JM to be asked if she would like to use consultant as Babergh not
followed through.
Infrastructure – BM to scope the subject and report back
Sustainability – CT- section now closed to comments. Looked at SCC plan, to circulate to
Group and contact SCC. If behavioural change be in sustainability if actual change be in
Infrastructure. Need to ensure walking/cycling covered-editorial overview for cross cutting
Issues.
6) To agree the next steps – VA to publish list.
7) A.O.B. – Mapping Service – TB to investigate. To include footpaths and ditches.
CC to remind Georgia Hall awaiting confirmation on broadband.
ALL to review Table of Contents, Vision and Forward in Google docs.
NR – evidence base will need to be drawn together.
CC to invite John Hinton to October meeting.
