1. Name
Central government has committed to a legally binding obligation to achieve Net Zero carbon emissions for the
UK by 2050. This target will cover all UK sources of carbon emissions, from transport to agriculture, and from
electricity generation to heavy industry. It is an enormous undertaking which will require action at all levels,
from national and regional to our local parish.
For East Bergholt, the areas where we have the most control, and can thus make the biggest impact, are through
changing how we heat and power our homes and how we travel.
In this context net zero would mean:
All electricity used in East Bergholt would come from zero carbon sources, whilst maximising local generation;
Fossil fuel based heating would be abolished (no more coal, gas or oil); and
All cars owned by East Bergholt residents would run on zero carbon fuels (most likely electric).

Last November, the UK hosted the United Nations global meeting on climate change in Glasgow (COP26). This highlighted
the need to decarbonise the world economy rapidly if we are to avoid the worst impacts of climate change – a message
recently reinforced by the latest report from the Intergovernmental Panel on Climate Change (IPCC). Since COP26, we have
also seen the worst energy crisis for many decades, exacerbated by the Russian invasion of Ukraine.
These two factors provide a combined incentive for the UK to both become much more energy efficient, and to shift to zero
carbon energy and away from international energy suppliers.
East Bergholt Parish Council has therefore decided to make sustainability the framing concept of our Neighbourhood Plan
and we would like the village to set a goal to become net zero. Through this survey, we wish to gauge your level of support
for this objective and understand how you might practically contribute. In order to track our progress it’s important:
