Application for Parish CIL funding
The Gandish Road playing field improvement project was instigated by the Playing
field committee on April 25th 2024
The full council meeting in May 2024 endorsed the decision to proceed authorising
12k to be spent on the two surveys.
At its meeting on 25 July 2024 the Playing Fields Committee will be asked to
approve an application to the SPF Committee for an award of CIL money from the
Parish CIL fund. It would have been preferable for the Playing Fields Committee to
have met before the SPF Committee but in view of the timetable the meetings were
the other way round and any decision made by the SPF Committee tonight will be
subject to the decision of the Playing Fields Committee.
Below is an application for the CIL funding of the Topographic and Geological
Surveys on the Gandish Road playing field. The former has now been completed
and the latter survey is currently being arranged.
The CIL path is chosen as it will assist our CIL application to Babergh DC for an
award for the larger project in 2025. It will help our request if we can show that we
have already contributed £12k, the cost of the preliminary surveys, which is the sum
we now seek as an award from the Parish CIL fund.
The criteria set for a CIL application to the Parish Council has been followed, see
below;
The Strategy, Policy and Finance Committee will assess projects for suitability
as they come forward.
It will analyse each project and provide a report to Council with its assessment
and recommendations for proceeding.
Each project will be assessed on the basis of:
• Compliance with Parish Council strategies and with East Bergholt
Neighbourhood Plan
This application is covered by Neighbourhood Plan policy 9.3.2. “Put in place
sustainable drainage systems to manage flooding”.
• Project potential – one-off or lasting benefit
This project is required to instigate a long-term remedy (20/30 years est.) for the
playing field.
• Magnitude of community benefit.
The village population is heading towards 3000, and therefore the project is now a
priority to ensure the future for the current and next generation.
• Usability – does the facility/service have more than one use
The ONLY playing field in East Bergholt is used by the local community for Summer
and Winter events, family leisure, dog walkers, plus Cricket, football, Tennis, Bowls
• Target group(s) by age
The long-term project benefits ALL ages by preserving longevity.
• Physical outcomes (increased community space/physical space etc)
This application conforms exactly to this CIL requirement.
• Ongoing support needs – will the Council have a continued Involvement?
The project is to improve, enhance and preserve. The subject is property owned by
East Bergholt Parish Council
