Review of Council Policies
Standing Orders
1. The Council’s Financial Regulations, the Code of Conduct and the
Standing Orders comprise the three most important policies which
the Council approves and thereafter reviews annually. The first two
of these were reviewed in November and December 2024 and
Standing Orders is the final one of the trio for review in this
financial year. If all three are not reviewed in each financial year
the Internal and External Auditors will make adverse comments in
their reports.

2. The current Standing Orders (attached) were thoroughly reviewed
and re-ordered several years ago and have served the Council
well since then. There have only been minor amendments at
reviews since the last major review.

3. Standing Orders are used quite frequently to determine procedural
issues and to ensure adherence to them. Since the last review no
matters have arisen concerning Standing Orders and they have
been employed usefully in enabling the Council to conduct itself in
accordance with the law and the regulatory rules.

4. No amendments are suggested at this juncture and it is
RECOMMENDED that the Council approves and adopts the
current Standing Orders for a further year.
