MINUTES OF THE STRATEGY, POLICY AND FINANCE COMMITTEE MEETING

1. APOLOGIES FOR ABSENCE
Apologies from Councillors Burns, Hurley and Roberts were noted.

2. DECLARATIONS OF INTEREST
None.

3. SPF GENERAL BUDGET
The Committee proposed budgets for the current budget heads with increases and decreases as
considered appropriate. Three new budget heads were added, Community Sessions, £500; Traffic
Consultants (transferred from Neighbourhood Plan Committee), £16,500; Contribution to shared
parishes Police Community Support Officer, £23,000. The total budget recommended to Council
amounted to £116,000.

4. SPF GRANTS BUDGET
The Committee recommended to Council a similar budget to that of the current financial year,
£15,000.

5. COUNCIL BUDGET AND PRECEPT
Consideration was given to the draft budgets submitted by the committees:
Burial Grounds – approved subject to the addition of £500 for Pest Control;
Neighbourhood Plan – approved;
Playing Fields – approved subject to the addition of £20,000 for tennis court maintenance;
RFF (General) – approved;
RFF (Car park and toilets) – approved subject to the addition of £5,000 for refurbishment of the
toilets:
Young People – approved.

The Committee recommended to Council a total budget for 2026/27 of £275,128.50.

The recommended budgets will be published with the documents for the Council meeting on 8
January 2026.

The Committee recommended to Council a precept of £180,000, an increase of 4.47% and a
charge of £130.80 for a Band D Council Tax payer.

The Committee approved Councillor Miller’s note of the outcome of the recent Council Workshop
for circulation to Council on 11 December.
