Executive Summary
This report contains estimates of the number of dwellings, also referred to as
housing stock, in Suffolk over the past ten years. These estimates are based on
dwellings known to Suffolk’s 7 District and Borough council tax departments at
the 31
st
March each year, but do not include communal dwellings such as
residential homes.
Total housing stock in Suffolk at 2012 is 329,029
Between 2011 and 2012:
o The net growth in housing stock is 2,175
o The greatest net growth is seen in Forest Heath
o The lowest net growth is seen in Waveney and St Edmundsbury
(see Figure 2)
Between 2003 and 2012:
o The net growth in housing stock is 32,256
o Ipswich shows the greatest numerical net growth
o Forest Heath shows the greatest proportional growth
o Babergh shows the lowest numerical net growth
o Waveney shows the lowest proportional growth
Figure 12 to 15 show a map of the changes by parish.
Section 1 – Introduction
This report contains estimates of the housing stock in Suffolk over the past 10
years, on a parish by parish basis. Housing stock is defined as the total number
of dwellings, after taking in to account any losses (such as demolitions, change of
use) and gains (usually new build or conversion), but excluding any communal
establishments such as residential care homes. These estimates are based on
data sourced from the council tax departments of Suffolk’s 7 District and
Borough councils, and represent the dwellings known to the Districts and
Boroughs at 31
st
March each year.
Section 2 contains the data at both District and parish level for housing stock,
and the 1 and 10 year net changes.
Section 3 looks at the recent trends in Suffolk’s housing stock.
Section 4 presents some additional data and context on second homes, and the
current state of the housing market, while section 5 looks at the level of social
housing stock in Suffolk.

Section 3 – Recent Trends in Suffolk’s Housing Stock
Babergh
Over the past ten years, Babergh has seen a net growth of 2299 dwellings, or
nearly 6%. The level of growth has remained relatively consistent over this
period, with a low of 156 net additional dwellings (2004-05), and a high of 321
(2006-07). The net growth in 2011-12 is slightly higher than the ten year
average, but this is for the most part composed of small changes with 28 parishes
showing no net growth, 14 parishes showing a small net loss, and 31 parishes
showing a small net growth (less than 10 dwellings). Only four parishes show a
net growth of 10 or more dwellings. Great Cornard shows the largest net growth
in 2011-12 (118) with 45% of all growth in Babergh in this period, followed by
Great Waldingfield (27) and Capel St Mary (24).
Great Waldingfield shows a high rate of growth in 2011-12, compared to its
growth over the past ten years (27 in 2011-12, compared to 37 between 2003
and 2012). Sudbury shows an unusually low net growth of 8 dwellings,
compared to an average of 60 dwellings per year over the past ten years. A
similar trend can be seen in Hadleigh, with 5 net additional dwellings in 2011-12,
compared to an average of 25 per year over the last ten years. East Bergholt
shows the largest loss (6) of dwellings; historically East Bergholt’s stock has
fluctuated by around 5 dwellings, likely due to the static caravan park located
within the parish.
Forest Heath
Forest Heath has shown an increasing net growth over the past 10 years, with a
low of 85 net additional dwellings (2003-04), and a high of 673 (2008-09). The
parish of Eriswell has contributed nearly a third of Forest Heath’s growth 2011-
12 (247), following a loss of 136 the previous year. This was due to the
demolition of properties on the Lakenheath airbase, to make way for a new
housing development.
Over the past ten years, Red Lodge has shown the highest net growth with 1203
net additional dwellings, meaning the parish has nearly tripled its housing stock.
Newmarket (799) and Mildenhall (474) show the next highest growth in the past
ten years, but the majority of parishes in the district show a strong net growth,
with only 10 parishes showing little growth, no change, or a small loss.
Herringswell, Red Lodge, and Wangford all show greater than 40% growth in the
past ten years, although Wangford remains the smallest parish, in terms of
housing stock.
Between 2011 and 2012, Kentford shows the highest proportional growth
(17.8%), followed by Eriswell (17.3%) and Red Lodge (7.6%). Red Lodge
continues to show the greatest growth in real terms (the loss of 136 dwellings in
2010-11 gives Eriswell an effective net growth of 111 dwellings; close to Red

Lodge’s growth of 147), while most other parishes show a low level of net
growth compared to their 10-year average.
Ipswich and the Ipswich Policy Area
Ipswich shows the most extreme trends in net additional dwellings, with a very
strong peak in 2007-08, accounting for more than 20% of the net growth in
Ipswich over the past ten years. In the last three years, this strong surge of
building has fallen off significantly, with fewer net additional dwellings for the
three years combined than for the peak year.
Within the Ipswich Policy Area, the majority of growth over the past ten years
has come from the Suffolk Coastal section, specifically Kesgrave (1544), followed
by Martlesham (169) and Rushmere St Andrew (132). The Babergh section has
showed the lowest growth, but has remained relatively stable in 2011-12.
Mid-Suffolk
In 2011-12, there were two boundary changes within Mid-Suffolk, resulting in a
loss of approximately 105 dwellings from Combs, 52 from Haughley, and a gain
of approximately 157 dwellings in Stowmarket. Taking account of this,
Stowmarket still shows the greatest growth (1681) over the past 10 years,
followed by Elmswell (311), Needham Market (108) and Great Finborough
(100). Accounting for the 2011-12 boundary changes, Haughley has a net
growth of 79, while Combs would show a net growth of 3 dwellings over the past
ten years.
Over the past year, Stowmarket has shown the greatest growth (approx 149 not
from boundary changes), followed by Thurston (23), Walsham-le-Willows (22),
and Great Finborough (20), with a further 4 parishes showing net growth of
more than 10. 44 parishes showed no change in 2011-12, 52 showed little
growth, and 13 showed a small loss. The figures for 2010 and 2011 in Stonham
Aspal and Earl Stonham have been corrected from the previous report, as the
two parishes had been mis-identified. As a consequence, neither parish shows
more than small growth.
St Edmundsbury
Over the past ten years, Bury St Edmunds (2167, including some historical
boundary change in Bury’s favour) and Haverhill (905) have been the main
sources of net additional dwellings, with Ixworth (92) being the next highest.
In 2011-12, the greatest growth was in Bury St Edmunds (109). Haverhill (21)
added less than a quarter of its ten year average, though this appears consistent
with the change over the past three years. Nowton showed the highest
proportional growth at 19.7%, or 15 net additional dwellings in real terms; these
three parishes account for all net growth of 10 or more in 2011-12. 45 parishes
showed no change, 23 showed small growth, and 8 showed a small loss.

Suffolk Coastal
Kesgrave (1512), Rendlesham (503) and Saxmundham (300) have shown the
greatest growth over the past ten years, with Kesgrave and Rendlesham also
claiming the greatest proportional growth. Foxhall also shows a high
proportional growth, but this was due to a boundary change with Purdis Farm in
2005.
While the most recent growth was very dispersed, with no parish exceeding 20
net additional dwellings in 2011-12, the total change 2011-12 was still over half
the ten year average for Suffolk Coastal, comparable to the other districts. 42
parishes showed no change and 19 showed a small loss.
Waveney
The greatest growth over the last ten years in Waveney has come from Carlton
Coleville (573), Lowestoft (467), and Oulton (347), with Reydon, Beccles,
Bungay, Halesworth and Gisleham each showing growth of more than a hundred
net additional dwellings.
Similarly to Suffolk Coastal, the individual parishes show low numbers of
additional dwellings in 2011-12 (except Carlton Coleville at 70 dwellings), and
growth remains close to the ten year average. 35 parishes showed no change, 10
showed little growth, and 7 showed a small loss.
Suffolk Overview
In the past ten years, Forest Heath shows the strongest percentage growth, with
much of the growth occurring in the last four years. Ipswich unsurprisingly
shows the highest net numerical growth, following a substantial peak in growth
in 2007, allowing Ipswich’s total stock to exceed that of Suffolk Coastal in 2009.
Mid Suffolk has also shown strong growth, both in real and percentage terms.
Babergh and Waveney show similarly small levels of growth, with Waveney
showing the lowest net growth in percentage terms, and Babergh showing the
smallest numerical growth. Despite having a similar level of stock to Ipswich,
Suffolk Coastal and Waveney have shown slower growth over the same period,
due largely to the significant peak in additional dwellings in Ipswich between
2007 and 2009.
Forest Heath also shows the strongest growth between 2011 and 2012, with
nearly double the net gain of the next highest district (Mid Suffolk), and more
than double the net percentage gains. A significant proportion of this growth
comes from the demolition of 136 dwellings the previous year, making way for a
substantial new development, adding 247 dwellings. Accounting for this, Forest
Heath’s net growth would be 513 dwellings – still significantly above the other
districts and boroughs. Mid Suffolk also shows strong growth, with greater net

and percentage growth than any area except Forest Heath. Nearly half of this is
from Stowmarket, with the remainder comprised of small growth in many of the
other parishes. The smallest growth between 2011 and 2012 is in Waveney,
closely followed by St Edmundsbury. While Waveney has maintained a relatively
low rate of growth over the past ten years, St Edmundsbury’s growth has slowed
significantly over the past four years.
Figure 12 to Figure 15 at the end of this document present maps of the numerical
and proportional net gains and losses between 2011-2012 and 2003-2012.
Figure 14 especially shows how much the major stock gains are concentrated in
relatively few key parishes and settlements, mostly in a manner consistent with
the spread of existing stock shown in Figure 12.
Following the abolition of the Regional Spatial Strategy (RSS) and its
replacement with the National Planning Policy Framework (NPPF) in March
2012, authorities are no longer bound to produce the minimum numbers of
dwellings specified in the RSS. Nevertheless, the RSS will have had a significant
effect on most of the 2003-2012 period covered herein; as such it is worth
looking at the relative progress against the old RSS targets (Table 9 – RSS Targets
2001-2021. At between 55% and 60% of the way through the 20 year timeframe
laid out in the RSS plan, most of the district and borough net gains are close to
the RSS targets. Net growth in Forest Heath and Mid Suffolk have exceeded their
old RSS targets. In Waveney, net growth barely reaches the RSS targets, while in
Babergh the net growth falls below what would be expected under the RSS
targets. Ipswich, St Edmundsbury and Suffolk Coastal had the highest RSS
allocations, and their net growth would also fall significantly below the old RSS
targets.

House Prices and Volume of Sales
When viewed together, median house prices and the volume of sales can provide
an indication of the health and pace of the housing market. As Figure 3 below
shows, house prices rose steadily to 2007, taking a small drop in 2009, and then
returning to or exceeding previous values in 2010 and 2011.

While the median house price appears relatively stable, the same can not be said
of the volume of sales. Figure 4 shows a significant decrease in the number of
houses sold after 2007. Ipswich and St Edmundsbury showed the largest
decrease from the 2007 to 2008 (down to 48% and 50% respectively), while
Babergh and Forest Heath showed the smallest decrease (down to 57% and 58%
respectively). Unlike the median house prices, the volume of sales across Suffolk
remains at about 60% of the 2002-2007 and 2002-2005 averages. This sluggish
market may suggest that the low flow of housing coming on to the market is
acting to keep house prices high. On the other hand, the figures could be skewed
by people selling their homes only as and when they can be sure of avoiding
negative equity in the sale.

House Price to Income Ratios
Figure 5 and Figure 6 below show the median-to-median and lower-quartile-to-
lower-quartile price to income ratios (which will now be referred to as the
median ratio and lower quartile ratio). These show how incomes within a
District compare to the house prices within the same District. A median ratio of
5 in Ipswich suggests that a median dwelling in Ipswich will cost five times
Ipswich’s median salary, while in Babergh a median ratio of 7.9 suggests that a
median dwelling in Babergh will cost 7.9 times Babergh’s median salary. Of
course, not everyone who works in a particular district will also choose or be
able to afford to live there. In general, the ratios rose significantly from 2002 to
2005 in all areas. From 2005 onwards, the England and East (East of England)
figures continue to rise until 2007, while locally there was more variation. The
ratio then declines sharply to 2009, increases in 2010, and then drops again in
2011. For England and the East of England the 2011 ratio is comparable with
2004.
More locally, there appears to have been a small dip in 2006, but otherwise the
figures broadly follow the national and regional trends. For the lower quartile
ratio, the 2009 dip was especially sharp in Ipswich. Over the past ten years,
Ipswich appears to have consistently been the most affordable, and currently
stands at 5 (median ratio) and 5.7 (lower quartile ratio), although Waveney
(probably influenced by Lowestoft) was most affordable or joint most affordable
to 2007 in terms of the lower quartile ratio. Babergh has become the least
affordable to its residents, though this has only shown through in the last four

years. Prior to this, both Suffolk Coastal and Mid Suffolk have tended to share the
title of least affordable with Babergh.
It should be noted that a lower price to income ratio does not necessarily imply
that housing is more readily accessible to local people; decreased liquidity,
increased reluctance of banks to lend, negative equity issues, and the difficulty
associated with saving for a deposit will all influence people’s ability to buy a
house.

Reposessions
The Ministry of Justice (MoJ) publishes quarterly and annual statistics on
mortgage and landlord possession claims and possession orders granted, which
are presented below.

Ipswich has historically shown the highest level of possession claims and orders
per 1000 households, with Forest Heath a close second, while Suffolk Coastal has

shown the lowest. Overall, claims and orders started to increase from 2004, and
peaked in 2008, corresponding with the recession. From 2009 onwards, there
has been a significant decrease in the number of claims and orders, some of
which may be due to the much smaller volume of housing sales following the
start of the recession.
Second Homes
Figure 9 below shows the number of dwellings registered as second homes for
Council Tax purposes in Suffolk (second homes are currently entitled to a 10%
discount in each of the districts and boroughs). The majority of second homes
appear to be concentrated in the coastal districts, with Suffolk Coastal and
Waveney accounting for just over 70% of all second homes in Suffolk. While
most of Waveney’s second homes are in band A, with a decreasing number in
each following band, Suffolk Coastal’s second homes have relatively few
dwellings in band A, increase to peak at band D, and then decreasing numbers in
each successive band.
Figure 10 shows the number of second homes in a little more detail by excluding
Suffolk Coastal and Waveney. Babergh has an interesting profile, with a similar
number of second homes in each band except for H. There is some indication of a
peak at band C, so it may be that Babergh follows a similar trend to Suffolk
Coastal (as mentioned above). Ipswich shows a similar trend to Waveney, albeit
with far fewer second homes, as do St Edmundsbury and Forest Heath. Mid
Suffolk shows a different trend to all the other districts, with very few band A
second homes, and slightly more band E and band G properties than expected.
Mid Suffolk appears to show a trend part way between Suffolk Coastal and
Waveney.

Landlord Stock
Affordable housing, most usually Local Authority and Registered Social Landlord
(RSL, also referred to as, or including, Housing Associations) stock forms the
basis for meeting the housing needs of those who would not be able to afford
market housing. Figure 11 shows the number and composition of this affordable
stock. St Edmundsbury, Forest Heath and Suffolk Coastal have no LA stock,
following Large Scale Voluntary Transfers (LSVT) in 2002, 2004 and 1991
respectively.
The level of affordable housing stock broadly follows the total stock in each
district, with 13-14% of total stock being classed as affordable. Suffolk Coastal
and Mid Suffolk show proportionally fewer (11%) than the other districts, while
Ipswich (22%) and to a lesser degree St Edmundsbury (17%) show
proportionally more. In total, there are approximately 47830 social dwellings,
equivalent to more than the total housing stock in St Edmundsbury. Social
dwellings showed a net gain of nearly 800 dwellings between 2010 and 2011,
following a net decrease of nearly 210 dwellings between 2009 and 2010.
Together, the 2009 to 2011 net gains in social housing stock are equivalent to
13% of the total net gains in Suffolk in the same period.
