Young People Committee Meeting Minutes

Congregational Church, Cemetery Lane, East Bergholt

1. OPEN PUBLIC SESSION
There were no members of the public in attendance.
2. WELCOME AND APOLOGIES FOR ABSENCE
Attendees:

Cllr Hurley
Cllr Miller
Louise Smith (minutes)
Apologies received from Cllr Lyn Matthews and Cllr Nigel Roberts.
3. DECLARATION OF INTERESTS

There were no declarations received.

The meeting commenced at 7.44pm due to waiting for Cllr Hurley to arrive who had
been delayed.

4. TO APPROVE MINUTES OF PREVIOUS MEETING

The minutes of the last meeting were approved, proposed by Cllr Burns and
seconded by Cllr Hurley and agreed unanimously.

The budget minutes were proposed as agreed by Cllr Burns and seconded by Cllr
Hurley. These were agreed unanimously.

Cllr Hurley raised the prospect of a Cllr acting as a school Governor at the High
School. ACTION:Cllr Hurley to contact Parish Clerk to request he formally contacts
the school.

5. MATTERS ARISING OR UPDATES

There were none received.

6. YOUTH CLUB UPDATE

Simon Doling attended to present the 4YP update report. An informal discussion
took place before the arrival of Cllr Hurley.

Simon Doling presented his report. JM advised that she was disappointed by the
numbers. SD advised that he would look into this further.

SM updated on developments at 4YP, staff changes that have taken place and
plans for the future.

Priorities discussed for 4YP to take away were:

● Make contact with Dan Woodcock as at earliest opportunity
● SD to come forward with a proposal to make some changes including splitting
the session into two – for two different age groups
● Getting into the high school to build a rapport with the students
● Engaging with current year 6 in summer term
● Re launch with fresh ideas, film night, themes, gaming bus, lots of funding
available.

7. SCHOOLS UPDATE

Cllr Matthews was not present to give the update.

8. EXTRA CURRICULAR CLUB

It was not clear what this agenda item was, this was therefore deferred.

9. CANVASSING

The report was discussed, particularly how best to ascertain what people want to
see in the village. JM suggested we start:

● telling people what we already do (toddler group funding and funding youth
club)
● ask people what we are missing
● Important to catch people in daylight
● Include a social media campaign

Cllr Hurley suggested making a plan of who to visit and when. ACTION: Cllr Hurley
to speak to his colleague who assisted with his previous campaign. Cllr Burns to
finalise questions.

10. EVENT FOR UNDER 5’s IN VILLAGE

Cllr Burns presented Cllr Matthews proposal for the potential use of Little City and
the PlayBus.

Cllr Burns discussed existing local groups (Basking Babies, Edward Bear, Bentley
Play group, Church Toddler group).

JM discussed the group who are operating out of The Grange. JM suggested that
we should not be promoting specific businesses, Cllr Hurley agreed with this. Cllr
Burns felt that we could not proceed with this at this time and canvassing must come
first to ascertain what people want.

Cllr Burns discussed Cllr Matthews proposal to run a board game event in half term.
The committee agreed to book the room and Cllr Matthews to pick this up when she
returns from leave despite some confusion over exact dates.

11. PARENT FORUM

Discussed as part of item 9.

12. IN OUR VIEW

Cllr Burns discussed the possibility of a Constable 250 art workshop for young
people in the village. Cllr Miller advised that, since the last committee meeting, we
now know of lots of art workshops being run as part of In Our View/Constable 250.
Also, the quoted price seemed high. Cllr Miller asked if this would be inside or
outside, are the National Trust involved? To go ahead Cllr Miller advised we would
need three quotes and someone to facilitate this rather than the PC.

Cllr Burns suggested funding coach trips for village children to see the Haywain at
Christchurch Mansion. The committee agreed. The Haywain is in Ipswich from 11

July. ACTION: Cllr Burns to compose an email to the primary school.
