1) Questions, feedback and points for discussion from the minutes of BDC/AECOM/EB
conference call 24.3.2020 (minutes previously circulated)
Cllr Roberts chaired as he was on the conference call on 24.3.20. Group agreed work should
continue with revision/meetings.
2) Actions for EBNP from BDC/AECOM/EB conference call 24.3.2020
2.1) Develop a survey for the collection of an updated local evidence base.
Overall the group were in favour of a survey but important to know its purpose. Value
in preparing survey so that it is ready to issue at appropriate time.
Cllr Roberts to circulate purpose/objectives for consideration by all.
VA to send link to this afternoons Climate Change webinar to everybody.
VA to apply for Locality grant for survey preparation.
2.2) EB to contact Cllr Hinton about the Climate Change Taskforce and how it might
inform the Neighbourhood Plan review and visa versa.
CT to contact District Cllr Hinton.
2.3) a) Philip Isbell and EB to organise a separate meeting about an
approach to a Conservation Area Appraisal
b) Philip Isbell and EB to discuss the updated approach to the
Suffolk County Council Design Guide.

(a) Await PI to contact EB. (b) ask JL to speak with PI when the latter contacts.
3) Two key components still unresolved which were diplomatically handled by Aecom
a) the housing allocation
BDC approach goes against principal of first JR decision. Need to decide how move
forward on it. Affected by virus? Cllr Miller to look at figures against where we are now
for a plausible local requirement.
b) the approach to sites
Need for evaluation of all sites showing chosen best. Give Aecom the Appendix to the
draft JLP and ask them to assess so independent.
4) Update on the Landscape and Heritage study
VA to request an update from JL on the commissioned Heritage work and to circulate his
response.
5) Update from Climate Change webinar 22.4.2020
Cllr Roberts & CT unable to join as 300 signed up. VA fed back several help points – good
reference links; ‘pick-list’ of questions for community engagement survey and ten actions for
groups to consider. May like to consider becoming ‘Earth Protector Village’.
CT informed Babergh & SCC declared be climate neutral by 2030 – mountain to climb!
