EBNP Housing Chapter meeting, 6/6/22

Background note
The intention of the meeting was to scope the framework for the revised Housing chapter of the
EBNP.
Revised EBNP recognises that the figures set by BDC in Draft JLP of 241 for EB is the starting point as
applications to this amount are now approved. EBNP group, supported by the PC, have suggested an
allocation of one further small site to allow for EB’s needs. Eg this would allow for approx. 10 or so
more houses for the target.
Revisions
3.1 Objectives
Revise to:
To fill the gaps in supply coming forward in order to maintain our strong and vibrant
community with a better supply and a good mix of home types, sizes and tenures enabling
people to stay in the village throughout their lifetime with special focus on low cost market
housing for young families, housing suitable for older people and appropriate numbers of
affordable homes.
Accommodate new housing where the location, scale of development and design integrates
well into East Bergholt’s village character.
And add one further objective:
Draft wording to assess windfall, extensions to houses, balancing housing stock, etc, eg
extensions and windfall applications built to meet :
o Design criteria policies
o Sustainability (net carbon neutral) objectives
o Affordable homes/older people’s homes gaps in current housing stock
This objective to limit the loss of housing stock balance and over-building on large sites of a
single dwelling.
**New Data Required: number of extensions approved over last 5 years that increase number of
bedrooms.
NB: Queen’s Speech 2022 included reference to delegation of HLS to LAs who have an updated local
plan
3.2: Background
Need to put in context of having a made Neighbourhood Plan. Also take on board the JR results and
JLP provision. EB continues to be a core village in the Draft JLP, but one of our hinterland villages,
Brantham, is now established as a core village in its own right. This will reduce local housing need in
EBNP as hinterland village need was also considered in the 2017 EBNP.
3.2.1 Add in new housing target figure of 241 + say 10.
New Data required:
census data and change 2011-2021, figures to be published July 22. Trends to include:
identify age structure change, occupation change, rateable value change, how long lived in
EB (may need the last from HNS 2018). Also assess housing changes, eg number, sizes,
amenities.
Housing delivery data 2016-2022 (BDC data?, Suffolk Observatory data?)
Council tax aggregate data (BDC?) to give numbers of beddrooms breakdown
Ask BDC to confirm if the housing mix of 144+75+10 is still the same
Need to update housing prices in EB and area (Estate agents)
Also include trend and results from HNS 2018 survey,
May need a mini questionnaire to check more recent data on housing need?
3.2.2 National and Babergh context. Reference Draft JLP,
**Help required: need help from Robb Hobbs re JLP, implications now Brantham a core village. Eg
referencing emerging JLP, Core Strategy, AONB, CA, NPPF, Levelling up legislation, latest design
guidance, COP 26.
Add point and map showing EB only village in country with 2 AONBs (and conservation area?)
restricting our development land to 1/3 of Parish. **Add NPPF wording re development in an AONB
to this section.
3.3 Policies
Needs significant revision in view of background changes and JLP
3.3.1 as 3 above
3.3.2 Add explanation as to why accepting 241 which is significantly more than our local need would
require. Add policies seek to fill the gaps in provision (affordable housing, OP housing). Ie rules out
further big development sites.
Policies
Revisions needed as will have to judge need as well as criteria. Will include new work = design, CA
impact, character assessment, impact on heritage. Specifically applies E2 and E4.
EB1 = refer to site allocations, development beyond strategic allocation is limited and to fill gaps. (By
implication no more developments). Design appropriate to character of village and sustainability
targets. Limits development of new houses to net sero target (eg development or extensions)
EB2 = morph to extensions and windfall
EB3 = Village heart, congregational church site explained.
3.3.4 EB4 = extensions limited, see EB2
