REVIEW OF COUNCIL POLICIES
Parish Infrastructure Investment Plan (PIIP)
The current PIIP was published in 2022 and revised in 2023 and 2024. It sets out
identified infrastructure priorities for the village and guides CIL investment decisions
to address shortfalls in infrastructure provision and future requirements.
The PIIP was reviewed by a working group comprising Councillors Elmer, Miller,
Roberts and the Clerk. In view of the Council’s recent reassessment of its priorities
and with updating to reflect the passage of time, the PIIP now presented has been
substantially simplified and brought up to date. It is recommended to Council for
approval by the SPF Committee.
Reserves Policy
The current policy of 2025 has been reviewed by Councillor Roberts and the Clerk.
The version now presented has been simplified in several respects to make it clearer
to the public but otherwise retains the overall policy with which the Council has
complied and which is considered appropriate going forward. It is recommended to
Council for approval by the SPF Committee.
Information Technology and Data Protection
The Council was advised by the internal auditors and by SALC that all parish
councils need to have IT and Data Protection Policies to which has been added the
current Privacy Notice which has been reviewed.
Councillor Smith, an IT professional, has drafted appropriate policies and in a
covering report (see Item 12.4) he has explained what the policies cover and the
reasons for them.
The three policies are recommended to Council by the SPF Committee.
Process for sports funding
Following various discussions with sports clubs, the Sports Council and the Playing
Field Committee it was evident that the clubs did not understand sufficiently the
process necessary to obtain funding for projects. Councillor Miller has prepared a
flow chart which sets out the process in graphic form which the Council is asked to
note.
