Extraordinary Young People Committee Meeting Minutes
Thursday 5th March 2026, 8.00pm at the Lambe School

OPEN PUBLIC SESSION
No members of the public attended the meeting.
1. APOLOGIES FOR ABSENCE
There were no apologies for absence.
2. DECLARATION OF INTERESTS
There were no declarations of interest.
3. 4YP CONTRACT
The performance of 4YP’s youth club (YC) was considered.
It was agreed that there are a number of problems. Current attendance is disappointing
although it was noted that numbers have fluctuated and seemed to be building in recent
weeks. The age profile of attendees remains a problem with dominant year 7 and 8
attendance potentially putting off older young people. 4YP had not initially stuck to the
brief – allowing primary school year 6s to attend at the start of the current contract.
There are other teething problems, particularly in getting access to the High school to
promote the youth club, and the ongoing problem of the venue layout and lack of
storage. Cllr Matthews said monthly monitoring reports would be a good idea. She also
felt a lack of pro-activeness on the part of 4YP. Cllr Roberts said it would be useful to
know if the same young people went – or if different young people went each week.
On the positive side the chair had noted good relationships building with the two
youth workers and the attendees. Also it was reported that the WI, who use the
main Hall at the same time as the YC, were coexisting very well with the YC, and
that the Constable Hall management were being very helpful and there were no
complaints after the sessions.
The Committee had met with Simon from 4YP management in January to discuss
the attendance and other issues and the Chair had very recently received
proposals for a new offering which can be discussed in detail at the next Young People
Committee meeting.
It was agreed feedback from 4YP about how they felt the initiative was going
would be helpful, do they think they are going well or could they be doing better. It
would also be useful to hear the views of parents and the young people
themselves. It was agreed that better advertising was needed.
The Chair pointed out that the immediate decision for this meeting was whether
we should extend the contract.
It was proposed by Marion Burns, seconded by Mark Hurley, that the contract be
extended for 12 months. The Resolution was approved unanimously.
It was also recommended that the Committee meet with 4YP management and
youth workers on 1 April to assess and talk through the new proposals from 4YP
which included 2 session per evening, one for years 7 and 8 followed by a
session for older people in years 9-11. In addition an opportunity would be taken
to review the terms of the original proposal for any items, such as reporting, that
might have been overlooked and address the implications of 4YPs new
proposals.
4. IN OUR VIEW SPENDING
Marion Burns proposed and Mark Hurley seconded a proposal that EBPC, through
the funding in the YP Committee budget, fund a coach trip for primary school year 2s to
visit The Haywain when it comes to Ipswich in July and to fund
a professional art workshop for year 6 to celebrate Constable 250. The resolution was
approved unanimously.
5. URGENT COMMUNICATIONS
To receive and consider any other matters of sufficient urgency and importance that the
Chair of the committee allows.
The Chair asked the committee to approve the wording and printing of canvass
cards and a canvass party to be organised before 25 March to introduce EBPC YP
Committee to people who lived in Constable Gardens, St James Place and Elm
Estate and to seek their views on services for young people in the village. This was
agreed.
