Young People Committee Meeting Minutes

OPEN PUBLIC SESSION
The committee venue was changed from the Lambe School due to a venue clash.
1. ELECT NEW CHAIR FOR REMAINDER OF THE MUNICIPAL YEAR
Councillor Miller discussed the need to appoint a Chair for the rest of the municipal
year following the resignation of Councillor Davies. Councillor Burns said she was
interested in standing. Councillor Matthews said she would be interested in a joint
chair role with Councillor Hurley. Councillor Miller advised that a joint chair
arrangement is not permitted as stated in the Standing Orders. Councillor Burns
nominated herself for the Chair role and was seconded by Councillor Miller. Councillor
Matthews abstained from voting. Councillor Burns was appointed as Chair for the
remainder of the municipal year.

2. WELCOME AND APOLOGIES FOR ABSENCE

Apologies were received from Councillor Sallie Davies and Councillor Nigel Roberts

3. DECLARATION OF INTERESTS

There were none received.

4. TO APPROVE MINUTES OF PREVIOUS MEETING

Councillor Matthews asked for confirmation of who is currently the school lead.
Councillor Burns confirmed that Councillor Matthews is still the lead for schools.

The minutes were agreed by Cllr Burns, seconded by Cllr Miller AND APPROVED
UNANIMOUSLY

5. MATTERS ARISING OR UPDATES

Cllr Burns raised Sean Carey’s observation regarding the state of the play
equipment. Cllr Miller advised this would have been picked up in the report to the
Playing fields Committee. Cllr Matthews will ensure this is covered at the next
meeting.

6. YOUTH CLUB UPDATE- CLLR BURNS

A recent email regarding the venue, and the preference of current youth club
attendees to stay at benneworth lounge, was discussed. Cllr Matthews discussed
the potential transfer of the church to the Parish Council and the fact that this will
hopefully be a facility that is free to use in the future.

Cllr Burns asked what concerns there are about 4YP continuing to use the
Benneworth Lounge. The general feeling was that the youth club should come over
to the church from next spring.

Cllr Burns gave information from the latest 4YP report on the number attended and
the activities that have been occurring at the youth club.

4YP have recently reached out to the high school and are trying to engage the
school council.

There were concerns about lack of engagement with the older years (year 9-11).
Cllr Burns suggested inviting Simon Doling to the next committee in January to come
up with some ideas and will arrange a meeting with him before then.

7. TODDLER GROUP AND UNDER 5’s PROVISION- CLLR MATTHEWS

Cllr Matthews discussed the toddler group, and advised that Lesley Cherry had
requested £168 towards heating for the group. Cllr Matthews suggested an
additional £100 is granted towards a Christmas celebration at the playgroup. £268
was proposed by Cllr Matthews, seconded by Cllr Miller and agreed unanimously.

Cllr Matthews discussed the possibility of a playbus and Little City being offered free
of charge in the village to strengthen the provision for under 5’s. It was decided that
some dates would be polled on Facebook to determine the best time for running
these. Cllr Miller also suggested booking two dates to see if we can reach different
parents.

Cllr Matthews proposed a half term board game event at Lambe School on Tuesday

October. The cost would be £50 to cover snacks and hall hire. This was
seconded by Cllr Burns and agreed by all members.

Cllr Matthews discussed Constable 250, and an art offering for Children in the
village. This was agreed by attendees in principle. ACTION: Cllr Matthews to
obtain more information on offer and costs.

8. SCHOOL UPDATES- CLLR MATTHEWS

Cllr Matthews confirmed she is in touch with Mr Lawrence who is the new Head of
the Student Council. The school is very overwhelmed and the primary school has
been difficult to get hold of. Cllr Matthews will soon be attending the primary school
parent forum and will feedback.

9. HALF TERM UPDATES- CLLR MATTHEWS

The board games session will run during half term with £50 agreed funding from the
Parish Council.

10. URGENT COMMUNICATIONS

Cllr Burns raised the remit of the committee and the fact that some parish council
activity, such as the summer fair, doesn’t have an obvious committee to report into.
Cllr Miller said many of the community events are something the Community Council
could assist with and their numbers have increased recently which is promising. It
was thought that widening the remit of the committee could dilute the initial purpose.
