No attendees.
1. APOLOGIES FOR ABSENCE
Councillor Davies, Councillor Rothwell & Councillor Hurley
2. DECLARATION OF INTERESTS OR DISPENSATIONS To receive any
declarations of interest or consider any written requests for dispensation.
None received.
3. RECORD OF DECISIONS
These were agreed as a correct record of decision of the Committee meeting
of 20 February 2024.
Proposed by Cllr Roberts & agreed unanimously.
4. MATTERS ARISING/UPDATES
Cllr Miller updated that the TOR were agreed by the Parish Council meeting.
Cllr Miller confirmed 3 members is quorate. There is however scope for
addition of members in the future.
Cllr Matthews presented her proposal for a meeting for all organisations in the
village that work with children. This would allow a ‘gap analysis’ in one
session and Cllr Matthews suggested she thought it would be beneficial joint
working between these organisations.
Cllr Matthews discussed the current offering of activities in the village for
young people.
5. SCHOOLS LIAISON –
Cllr Miller updated that the High School attended the Parish Council meeting
and were keen to engage. Cllr Matthews agreed to be the school liaison with
the High School due to her previous experience. Louise Smith agreed to be
the Liaison with the Primary School and Lavender Hall. Cllr Rothwell to be
liaison with Constable Country Childcare. All findings to be fed back to the
Chair.
Cllr Matthews asked if she could make decisions during meetings with the
High School, Cllr’s Miller and Roberts confirmed that small decisions could be
ratified but larger decisions would need to go back to the Committee or
Council.
ACTION: Cllr’s Rothwell, Matthews and Louise Smith.
6. COMMITTEE SKILLS AUDIT AND TRAINING
Committee members were asked to put this information in writing to Cllr
Rothwell as well as any time they may have available to dedicate to work of
the committee.

7. VOLUNTEERS
Cllr Miller spoke of her previous experience of recruiting volunteers primarily
working with children. This included developing a volunteer service, working
with social services and also work with a Youth Training College. This
experience may prove helpful when the recruitment of volunteers
commences.
Cllr Miller discussed the support that CAS offer. Cllr Miller discussed that it is
too early in the process to progress plans. We should be ready to recruit
volunteers once the service is off the ground.
Cllr Miller discussed the importance recruiting volunteers against the correct
criteria. As well as the relevant statutory checks, it is helpful to recruit people
who are suited to the roles in question.
8. YOUTH PROVISION
Cllr Miller discussed the email from Cllr Davies who had visited the Elm
Estate. Cllr Davies had highlighted the urgent need for a youth provision in
this community.
In this email, Cllr Davies also stated in the email that she was keen to attend
the next committee meeting in July.
a. Feedback from Inspire.
Cllr Miller updated that Cllr Rothwell had contacted Inspire do discuss to a
needs analysis. Cllr Rothwell was still awaiting response to these questions
at the time of the meeting. Cllr Miller discussed the importance of a scoping
exercise. The census was discussed, it was confirmed that there were 396
children in the village in 2021.
Cllr Roberts and Cllr Miller spoke about the requirement for the needs
assessment to ensure that we deliver services that are required. It was
proposed by Cllr Miller that a needs analysis is commissioned. Cllr Roberts
seconded this proposal. Cllr Matthews abstained.
The committee will be able to agree to commission a provider to undertake
the needs assessment prior to the next meeting in July, if this meets all
requirements.
ACTION: Cllr Rothwell to write a brief and circulate to the committee for
comment. Cllr Rothwell can then send to three agencies for response.
b. Alternatives to Inspire
These will be approached as part of the above scoping exercise.
c. Audit of current youth provision within East Bergholt.
This will be covered as part of the above scoping exercise.
9. LOCATION
The congregational church is available for hire, as well as the Lamb School.
Therefore, venue hire should not cause and issue.
10. URGENT COMMUNICATIONS
Cllr Matthews discussed the pre school provision in the village. Hills
Developers have the provision for a nursery space, it was discussed that
there were talks between Constable Country Childcare and the developer, but
the current position is not clear.
ACTION: LS and Cllr Rothwell to follow up and circulate update to
committee.
Cllr Matthews discussed the church ‘Mum and Toddler group’. It was agreed
that Cllr Matthews approach Fiona to discuss the current provision, what the
offering is and what the PC could possibly due to assist in the future.
ACTION: Cllr Matthews to approach Fiona Trott.
