2) Matters arising 1.12.21 –
NR – Babergh JLP examiner agreed to a 2 stage rewrite. Easy stuff in 1
st
stage expected
2022 stand alone document. 2
nd
stage Strategic planning, settlement hierarchy, special
strategy to be in later stage expected 2025/6. Babergh to take on staff; be more open;
improve consultation; keen to help NP groups through this period. Proposed meeting
for EBNP and Babergh end January, need to identify what want from it & who attends.

3) Progress Update
a) CC – budget for next year agreed as 39K, 20K for Review, 19K for current EBNP
Projects.
NR – 20K to spend before 31.3.2022, get Transport and Net Zero spends from
2021/22 budget.
b) CT apologies so no update on Sustainability framing chapter
c) JM – Conservation Area Extension Consultation options to be discussed at meeting
end of January.
d) Suffolk College student(s) able to work on designing museum – deferred to later
e) EB Futures representatives NR, CC and CT met and discussed Eastern Energy offer
and CT slides/presentation on plan for net zero carbon in EB.
f) CC – Bridge to check IP addresses on survey returns. Circulated initial report,
expecting more detailed analysis. Paper returns not included as yet. RW to assist
with analysis when have full report. 25% return.
g) CC – Traffic to be next survey.
h) NR – PJA approved for Transport Consultancy by Parish Council. Had inceptions
zoom 20 December and met again today. Volunteers required to do traffic counts at
end of February. Awaiting PJA comments on Traffic survey will then send to this
group for comment. Propose issuing end of January. PJA to come to see village end
January/beginning February, will formulate programme of times/places to
visit/people walking/people pop-out to talk on traffic problems of that site.
i) JL – Ecology – Ed Keeble happy to expand current NP entry, will submit a draft for
comment.
j) NR – Call for Sites – to be extended for responses to 31 January 2022, technical
issue. To use SHEELA sites if no village responses received.

4) Feedback from topic areas:
– sustainability (CT) – covered above
– housing – (JM & NR) – nothing new
– character & heritage, design guidelines, landscape environment –
– design exemplar application, decision put back again
– ecology (EK/JL) – see above
– transport (all modes) (CC) – covered above
– tourism & economy (JM)- To try to get museum group set up. Have PV and Zoe, Babergh
Arts Officer so may not need Consultant expense.
– infrastructure (BM) – developing the structure but need other chapters written to compile
it. RW -Broadband – need villagers to sign up to CBL as EB not on Openreach high speed
plan. NR – No reference to public lavatories in current EBNP, need to add.
