Financial Report
1. Standing Order 2.9.10 provides that at the Annual Meeting the Council shall
review the Council’s expenditure incurred under Section 137, Section 138B
and Section 142 of the Local Government Act 1972.
2. Standing Order 2.9.11 provides that at the Annual Meeting the Council shall
review the Council’s income and expenditure in respect of the Community
Infrastructure Levy.
3. Grants – The sections of the Local Government Act 1972 set out above are
the ones which provide authority for the Council to awards grants. The
Strategy, Policy and Finance Committee is responsible for administering grant
awards and in 2022/23 had a budget of £8,000.00 for this purpose. The
Council has a Grant Aid policy with criteria to be met in order for an applicant
to qualify for an award of grant aid.
4. In 2022/23 the Council made awards totalling £8,359.27, to twelve bodies
which sought assistance with their work or project. For 2023/24 the budget
remains at £8000. The Council welcomes applications from local bodies and
those operating in the village for assistance with projects fulfilling the policy
criteria.
5. CIL – The Neighbourhood CIL Expenditure Report for 2021/22 noted that the
sum of £17,062.84 was held and no expenditure had been made in that
financial year. Ring-fenced CIL funds of that amount were thus retained and
were available in the 2022/23 financial year.
6. On 7 October 2022 the Council received a CIL Parish Payment from Babergh
District Council in the sum of £8,470.84 making the total amount held for CIL
purposes as £25,533.68. There was one application for an award in 2022/23
from East Bergholt Bowls Club for assistance with the cost of replacing
windows at the Club Pavilion. The Strategy, Policy and Finance Committee
considered that the application fulfilled the criteria for an award as set out in
the Council’s CIL policy and recommended to Council that an award be made.
At its meeting on 8 September 2022 the Council awarded £4,952.00, leaving
a balance of £20,581.68 available for further awards.
7. The Council has approved and published a CIL policy and CIL statement
which set out criteria against which bids for funding will be evaluated and has
approved and published a Parish Infrastructure Investment Plan which
identified the Parish Council’s own priorities for the short to medium term.
Both the policy and the PIIP will be reviewed during the course of the
municipal year 2023/24.
