Design Statement

This Statement is to be read in conjunction with the Design and Access Statement previously
prepared for the Planning Application and will further address the requirements of the
newly adopted East Bergholt Neighbourhood Plan 2015 – 2030 Version 1.1 along with the
East Bergholt Character Assessment – appendix D1.

Furthermore, this statement will demonstrate how the development complies with Policy
EB9 of the EBNP and more specifically with regard to the findings of the Character
Assessment and where relevant compliance with the Local Design Guide.

East Bergholt Neighbourhood Plan:

The following points relate to extracted quotes from EBNP (highlighted in bold italic) with
further explanation on how the development complies.

Chapter 1:

• The proposed development sits immediately adjacent to the village Built Up Area and
alongside the “…more concentrated areas of housing to the north of the main
village.”(Extracted from EBNP, page 16, chapter 1 – The Village of East Bergholt).
The development is located in a position relative to the village that forms part of the
natural extension of the residential area and thereby reinforcing this historic expansion
pattern.

Chapter 3:

• There is an identified need for accommodation to suit “older people” -(Extracted from
EBNP, page 30, chapter 3 – Housing). The proposed development will provide 3no. 2
bedroom and 4no. 3 bedroom level access bungalows that are appropriate for this age
group.

• “Of 21 houses completed in the last 5 years, 17 have been 4 and 5 bedroom houses,
one low cost market house and 3 affordable homes” -(EBNP, page 30, chapter 3 –
Housing)
The proposed development will provide a total of 50 new affordable homes along with
27no. smaller lower cost open market homes.

• “Respects the Conservation Area (Map 18) and village character including houses with
large gardens and green aspects to the front, side and rear, typical of East Bergholt.” –
(Extracted from EBNP, page 37, chapter 3 – Housing).
With the exception of a small number of the attached houses, the vast majority of the
proposed houses reflect this precedent, detached and with large gardens to all sides,
while the properties frontages are set well back from the road or footpath.

Chapter 4:

• “Development Size and Location
Policy EB2
Housing development will be supported within or immediately adjacent to the village
Built Up Area Boundaries provided that the development:
1. Would not have an unacceptable adverse impact on the Dedham Vale Area of
Outstanding Natural Beauty (Map 9), Local Green Spaces or sites of biodiversity
and geodiversity importance;
2. Conserves, enhances and respects the Conservation Area (Map 18), heritage assets
and built character of the local area, respecting the density, rhythm, pattern,
proportions and height of existing development in the street scene;

4. Would be of an acceptable size and scale that contributes to the character of the
village and the “Sense of Place”; and
5. Is within 800 metres of the Village Heart or Focal Points (Map 4).

…Affordable Housing will be encouraged on sites adjacent to or well related to the
Built Up Area Boundaries (Maps 5 & 6) in accordance with Local Plan Policy CS20.”

The proposed development is immediately adjacent to the BUA, and forms a natural
extension in line with the historic expansion. The development is outside of the Dedham
Vale AONB (approx. ½ mile away) and also falls outside the conservation area. Although
not within these zones, the development recognises the need to respond
sympathetically to its important location (this is expanded on further under the EB9
response).

• “Map 11” (EBNP, page 55 – chapter 4) identifies the zone for this proposal as “Low to
medium landscaped Capacity”.
The new development recognises this and has been kept at a relatively low density at 17
dwellings per Hectare, appropriate for a village location.

Chapter 5:
• “5.3.1.2 New Housing Materials and Appearance
171. Whether traditional or contemporary design, the materials listed below reflect
the “authentic” and high quality constructions in the character areas of the village.
They are also more sustainable and recyclable in their manufacture.
Wall finishes should be:
a. Brickwork (Suffolk reds and/or whites or similar local tones)
b. Render, flint and timber weather-boarding alone or in combination are all
acceptable
c. Plastic weather-boarding is not acceptable

Roofs:
d. Pitched roofs should be clay tiles, thatch, real slate, “Eternit”-type slates, lead,
cedar shingles, copper and zinc. There should be a variety of angles of roof pitch if
a large grouping or cluster of properties is proposed. The pitches should suit the
roofing materials (e.g. clay pantiles at 35o, plain clay tiles at minimum of 40o,
slates at least 30o and even shallower pitches for zinc, copper and Eternit)
e. Concrete tiles are not normally acceptable due to their thick bulky appearance.”

The proposed pallet of materials includes face brick, timber weather-boards, render,
slate and clay roof tiles carefully selected to match those present within and around the
village and are all in keeping with the stated material preference.

Policy EB9 – Housing and Non-Residential Design
Although the proposed development is outside the Conservation Area, and the AONB it
fully recognises the need to respect, respond to and draw on the historic architecture
precedents within East Bergholt and to respond to its location close to the AONB as
follows:
• The housing forms are traditional and draw on examples within East Bergholt
and also from the recognised ‘Suffolk styled’ houses and buildings from the wider
area.
• Steeper roof pitches are a traditional form in the ‘Suffolk’ style and are a feature
of the proposed houses.
• A pallet of materials proposed is drawn directly from the village of East Bergholt
and reflect the character of the village, including a combination of face brick
(with local blends), render, weather-boards, Slate and Clay roof tiles with a
variety of colours. This is in line with the EBNP list of preferred materials.
• Functional chimneys have been introduced to bring a familiarity to the skyline
that matches that of the existing traditional streetscapes.
• The overall design approach is to introduce new houses that are traditional and
familiar in form to the local landscape with a blend of materials that provide
interest. To introduce a contemporary element to the design to reflect modern
trends, the windows are larger format than traditional and composed in a non-
symmetrical layout.
• The site plan demonstrates a low-density development of 17 dwellings per
hectare, appropriate and in keeping with its position on the edge of the village
and to respect the density of the adjacent existing residential developments to
the southwest and southeast.

Chapter 6:
“On-road parking reduces road safety by making the roads narrow, reducing
visibility of pedestrians, particularly children, walking on the pavement
Cars park on the already very narrow pavements, forcing pedestrians to walk in
the road
Negatively impacts the street scene, hiding attractive listed buildings and giving
the village a “cluttered” feeling” -(Extracted form EBNP, page 77, chapter 6 –
Transport).

Parking is provided within the property curtilage for more than 55 % of the houses. For the
remaining 45% a combination of parking courts and on street parking is provided. It must be

noted that the on street parking provided is all purpose built ‘lay-by’ type parking that does
not interfere with road widths and maintains the designated carriage widths throughout the
scheme.

1800mm wide footpaths are maintained to both sides of the primary circulation roads and
most of the shared surface roads ensuring that any cars parked in these lay-by’s do not
impede pedestrians

An element of street parking was strongly supported by the design review panel, Babergh’s
planning team, and there were no objections from SCC Highways during the application’s
consideration period. It can also be argued that well designed street parking can in fact
improve highway safety acting as traffic calming and reduce the speed of passing vehicles.

Policy EB14 – New Developments, Footpaths, Cycle ways and Bridleways

• “Where possible, new development should take advantage of any
opportunity to enhance and protect existing footpath, cycleway and
bridleway networks, create new networks and improve connections
between existing and proposed networks.
They should also aim to reduce recreational pressure on Stour & Orwell
Special Protection Areas”. (Extracted from EBNP, page 80, chapter 6 –
transport)

The proposed development links up with the existing footpath network including a
new offsite footpath along the B1070, providing safe routes to the village’s existing
facilities and services. The layout also extends the existing footpath and cycle way
network, providing new opportunities and encouraging an inclusive environment.

East Bergholt Character Assessment Response
The East Bergholt Character Assessment – appendix D1 to the EBNP – lists this as area 11
“B1070 from Hadleigh Road to Carriers Arms including Foxhall Fields, Moores Lane,
Beehive Close.” and describes it as “A busy through route which nonetheless manages to
appear green and at least in parts open.”

Immediately opposite the proposed site to the south-east is Foxhall Fields and Foxhall Close,
described as “…mid to late 20th century local authority semi-detached housing of solid
stock, built of plain brick with generous gardens to front and rear. Later terraced
bungalows and further small blocks of houses dating from around 1970 are similarly well
gardened. There are several areas of open grass with mature trees.” in the EBCA.

There is a wide green verge along the B1070 fronting Foxhall Fields that retains the open
feel to the approach of East Berghot from the A12. The proposed new development
respects this feature and looks to strengthen it; the houses along this road are deliberately
set back from the road edge with a similarly wide landscaped verge incorporating a new
footpath.

The houses fronting the B1070 of the new development are spaced slightly wider apart than
normal with generous gardens to reflect the larger gardens to the houses immediately
opposite in Foxhall Fields. These new houses also relate to and are similar in height and
scale to the houses opposite. Furthermore, there is also larger open green space alongside
the junction of the Principle Avenue 1 that helps to strengthen the openness of this
approach, and in addition, acts as a visual buffer between the development and the houses
alongside Moores Lane, off Beehive Close.

The house no’s F1 & 2 and E26 to E29 are bigger 4 and five bedroom houses, more spread
out with larger gardens, similar in scale and height of the existing houses to the south-east
alongside Moores lane off Beehive Close.

“Plenty of green open space with trees as noted above, together with well stocked
gardens” is how the Character Assessment summarises the landscaped features of this area.
With time and once the landscaped areas and gardens are established, the development will
blend in and sit comfortably within its surroundings.
