5. PLAYGROUNDS AND PLAYING FIELDS – Councillor Price to report on the Sports Ground
Improvement Project
Report for the Playing Fields Committee 17/10/2024
The topographical survey was carried out successfully in July 2024. This included the utilities search
and returns.
Two paper copies of the survey were passed to our clerk, one copy for the archives and a second
copy for anyone who has a need to look at in the office. One copy has been given to the Constable
Hall committee, one copy is held by Graeme as chairman of the Playing fields Committee and the
last copy is retained by me for my discussions through the design stage.
Electronic copies have been sent to the Geotechnical Surveyors and to Brian Wilsher who requested
survey information on behalf of the Tennis Club.
The geotechnical survey commenced on Wednesday 11
th
September when a ten-metre-deep bore
was sunk in the NE corner near the tennis courts, In addition, five windowless bore holes were also
sunk, The target depth for these was 4 metres. However, three of the holes “refused”, that is
stopped the tube penetrating at depths 2.15m, 2.9m and 3 m.

The bore hole and two of the windowless holes have had a standpipe inserted and the ground water
level has been measured twice.
The Contract contains provision for three BRE365 tests to be done. However due to the water levels
I believe we have missed the opportunity to do these tests. Karl Blanke is waiting on my instructions
as to whether or not to try and do BRE365 tests in early November. My recommendation is to wait
until early spring.
JP asked for the authority to have the following tests:
Density
Soil type and characteristics
Particle size distribution
Ф value
Cu value
Plastic and liquid limits
Permeability
Moisture percentages

I am only expecting the report from Messrs Howland to be presented in an electronic format.

There is £4k spent already and a least 2x water tests at around £ 400 each.
BE asked for conclusion. JP explain this can be compiled in the report. The analysis I will be coming
with give us an idea of the permeability and where we can drainage space the pipes.

6. SPORTS COUNCIL NEWS – The Chairman and committee members to report on
(i) Pavilion kitchen progress. GW new kitchen being built, 2 pieces to be completed, before work can
start on the floor. LM asked for potential storage space for sports equipment in the entrance hall
(ii) Sports Clubs’ CIL applications to Babergh
Cricket CIL; Parish clerk has sent the CIL application to Babergh. Meeting with Debbie arranged for
November 4

. . Application for 50K for cricket nets. Final confirmation Nov 2024.
Tennis Cil application: JM issue was cost of ecology, landscaping and biodiversity surveys. JM
explains that advice now from Babergh is that is needs to be a “light survey”. JM has agreed with
agreed with Brian Wilsher 70% paid tennis of these surveys, 30 % paid by Parish Council. Next stage
is to put the application in which is to be expedited by BW for Planning application then Cil can be
confirmed. Action on-going JM

(iii) Solar Project

GW visited to Copdock & Hadleigh club. Both clubs have had good savings. Offered good contact
form Suffolk. Solar meeting at Hadleigh pavilion Nov 22nd

which he will attend.
GW has investigated the price range of other compiles. Shared older quotes Solar Homes & East
Green. Objective to generate enough electricity for water heating, showers etc and electrical charge
point. He was offered other solutions. GW speaking to Clare Ling led on solar projects in Suffolk.
NR suggest that we need a brief for a tender project in order to meet our requirements. When
tender written could be looked at by Chris Tuppen.
GW to prepare a brief for the next meeting before we go to tender.

Bowls club need 2.1 X 1.8 hut that they need for storage in August. They made a CIl application to
pay for this. Club sits on pc land they did not have planning application to proceed for planning
permission. Proposed GW seconded 2

Outside fence around the east side of the bowls area has been budgeted GW has asked for written
permission form 3 houses by the side of this. GW/parish clerk to contact residents to inform of this.
GW to find out what will now happen to £4k allocation that was set aside for the fence. ACTION GW
Noted that Bowls club to attend the Sprots council meetings and to promote better communications
with them and PC.
7. KOMPAN INSPECTIONS – To consider whether to renew the contract with Kompan (renewal
quotation attached)
GW clarify move to continue quarterly inspections £375 to inspect the playground. Full inspection
given in notes. Precept of £250 that will serve necessary work if needed.

8. BROOM KNOLL COMMUNITY – The Chairman to report on the latest news
New board to be agreed before it goes on the wall. £25 left over from community budget added £50
to pay for 200 wild flower bulbs.
9 Communications
JP suggest a project to replace the pond on Gandish road . Perhaps to get Suffolk Wildlife and Nature
England etc to support this. Will need permission of the land owner. JP to get permission form
freeholder and tenant. Action JP
