OPEN PUBLIC SESSION –

There were no members of the public present.

1. WELCOME AND APOLOGIES FOR ABSENCE
No apologies were necessary, all present

2. DECLARATIONS OF INTEREST –
There were no declarations of interests.

3. MINUTES –
The Minutes of 23
rd
April 2026, were accepted as a true record of that meeting. Proposed MH,
Seconded GW, 4 approved, 2 abstentions.

4. MATTERS ARISING/UPDATES –
There were no matters arising not covered by the agenda

5. SPEED REDUCTION, HEATH Road (Nigel Roberts)

A teams meeting was held between SCC, PJA and Joan and Nigel. PJA adjusted the plans as
agreed by SCC
16/02/2026 Plans resubmitted to SCC along the lines agreed. For SCC to review.
14/04/2026 Joan and Nigel met with PJA to discuss. The must have features are labelled “green”,
preferred labelled “amber” and wait and see features labelled “red” in order to look into affordability
and pricing.

George Long is working these up and we are awaiting the report.

PJA have received no feedback (from SCC) since February. George Long asked SCC for feedback
again at the beginning of April, to date there has been no response.

6. UPDATE ON STRAIGHT ROAD, B1070 MILL ROAD AND TOUCHEY HILL
There has been another serious accident at the cross-roads, The Clerk should have details.

Michael Hockley reported that new road marking have been painted on Cutlers Lane perhaps the
least important area of highway, there should be questions on SCC’s priorities.

7. DOG and LITTER BINS
A letter has been received about litter on the David Wilson’s estate. Clerk to write.

8. IMPROVEMENT PLAN FOR CARPARK AND PUBLIC CONVENIENCES

It was agreed to wait until/if the Red Lion planning permission is granted by Babergh DC

9. VILLAGE PLAN FOR THE ROADS
The proposals, developed by Nigel and John, for a 20mph zone for the village was discussed. The
RFF Committee agreed unanimously to recommend this to the full council at the May council
meeting.

10. VILLAGE PLAN FOR THE FOOTPATHS
The Cycleway to Manningtree was discussed, the only progress being the preparation of the land
owner schedules.

Michael Hockley reported that Gaston Street to Fiddlers Lane footpath had been cleared by
Michael Hall.

Footpath number 3 by the school was discussed. A land owner has erected a fence on the
footpath land which is owned by United Charities. United Charities are aware and are in
discussions with the landowner.

11. URGENT COMMUNICATIONS
There were no urgent communications, although some discussion were held about an organisation
that offers AI services to parish councils
