Traffic in the Village - Feedback from Workshop 24-May-2023
The workshop was held at the Congregational Church East Bergholt on the evening of 24 May 2023.
78 people attended. Most completed a Feedback Form, a summary on concerns focusing on:
- Traffic speeds.
- Inadequate parking, corner parking, pavement and green verge parking
- 3. Hadleigh Rd and Village Centre parking.
- 4. Traffic volumes, and pupil safety outside Nursery, Primary and High Schools.
- 5. Narrow and non existent pavements and vegetation growing across paths.
Suggestions to help alleviate issues included:
- provide public electric charging points for those without off street parking
- introduce time limited parking outside the Co-Op/ Village Centre/ Burnt Oak corner.
- widen pavements.
- yellow lines low cost solution.
- village gateway at Primary School.
- 15 mph limit on Flatford Lane/ Quite lane designation.
- new pavement from War Memorial to Fen Lane.
- larger village car park.
- use pumpkin patch for car park.
- extend lay-by on Hadleigh Road.
- cycle path up Touchy Hill.
- cycle paths to both schools.
- one way Gandish Road.
- chicanes at village entrances.
- road bumps difficult for disabled
- improve public transport
- parking not addressed in PJA report
- 4 Sisters junction.
Comments on Post-It Notes - these mainly reiterated the Feedback Form issues but some new suggestions did emerge:
- provide disabled access across the village cycle path to Manningtree
- connect up pavements across the village by filling missing gaps
- speed cameras on B1070
- 30mph limit on Straight Rd
- 20mph limit in village
- businesses to provide off street parking for staff
- have the PJA interventions worked elsewhere?
- what are the costs/ how funded?
Feedback from Group Discussions
The resounding high-level themes from the Group Discussions were:
- need for coherent and joined-up parking proposals/ solutions across the village
- safety issues outside the schools and nursery caused by traffic are a major issue
- insufficient parking at both schools needs a solution.
- speed limits across the village are favoured but must be enforceable.
- wider and complete pavements and cycle paths would assist everyone.
- Touchy Hill footpath and cycle path needed - are paths beyond the hedges possible, including Straight Road ?

Ranking of PJA’s Proposals based on Feedback at the Workshop.
- 37 feedback forms were completed with ranked proposals.
- some of these forms represented a group response,
- and it is estimated that the forms represent at least 50 people out of the 78 who signed the register and attended on the night.
RESULTS in descending order of importance based on mean rank scores were:
- B Heath Rd B1070/ High School. 2.5
- G 20mph limit 3.1
- D Village Centre. 3.5
- C Hadleigh Road/Street Junction. 3.7
- A Heath Road B1070/ Gaston End. 4.7
- F Burnt Oak Corner. 5.3
- H Village Gateways. 5.8
- E Rectory Hill - War Memorial. 7.1
There were 16 forms that had added proposal to address the Primary School/ Nursery/ Hadleigh Road Parking as a new option (I)This scored an average 1.25, so well above the rest. This concern also came through very strongly from the Group feedback.
The interventions that were ranked first most often were;
- 20mph limit, 14 times out of 37 responses
- Heath Road B1070/ High School 13 times out of 35 responses
- Primary School/ Hadleigh Rd 10 times out of 16 responses - the outside entry!
- Village Centre, 6 times out of 34 responses
- Hadleigh Road / Street Junction 2/34
- Village Gateways 1/33

Suffolk County Council Highways - Reporting Problems
Two Parish Councillors recently visited the local Suffolk County Council Highways Service Delivery Centre. The Highways Officers advised our Councillors that the most effective way of reporting any Highways issues is via the County Council's online reporting tool. Any problem will then be picked up and allocated a reference number. The issue will be looked at by an appropriate member of the Highways Team, prioritised, the area will be inspected if considered necessary, and a solution to any required work will be allocated, if considered appropriate.
